Job description / Role

Employment: Full Time

A leading government entity in Abu Dhabi is looking to appoint IT Business Application Unit Head - UAE National reporting to the IT Manager. This role is critical to ensure the alignment of the business information system with strategic orientations, business processes and the end users expectations. Job requires to propose scenarios for the evolution of the information system applications in consistence with the business user needs. Role is responsible for planning, designing, supporting and maintaining the business applications, and provides leadership and guidance to the IT Business Application Specialists.

Main Responsibilities:

Technology

- Shows commitment to the use of existing and deployment of appropriate new technologies in the workplace
- Implements appropriate controls to ensure compliance with information and communications security and use policies
- Maintains a level of currency regarding emerging technologies and how they might be applied to support business outcomes
- Seeks advice from appropriate technical experts to leverage information, communication and other technologies to achieve business outcomes
- Implements and monitors appropriate records, information and knowledge management systems protocols, and policies

Project Management

- Prepares scope and business cases for more ambiguous or complex projects including cost and resource impacts
- Accesses key subject-matter experts’ knowledge to inform project plans and directions
- Implements effective stakeholder engagement and communications strategy for all stages of projects
- Monitors the completion of projects and implement effective and rigorous project evaluation methodologies to inform future planning
- Develops effective strategies to remedy variances from project plans, and minimize impacts
- Manages transitions between project stages and ensure that changes are consistent with organisational goals

Service Management

- Evaluates new system software
- Reviews system software updates and identifies those that needs action
- Ensures that system software is tailored to facilitate the achievement of service objectives
- Plans the installation and testing of new versions of system software
- Investigates and coordinates the resolution of potential and actual service problems
- Ensures that operational documentation for system software is fit for purpose and current
- Advises on the correct and effective use of system software

Change Management

- Develops implementation plans for dealing with more complex requests for change
- Evaluates risks to integrity of infrastructure inherent in proposed implementation
- Reviews the effectiveness of change implementation
- Suggests improvement to organisational procedures governing change management
- Leads the assessment, analysis, development, documentation and implementation of changes based on requests for change

Procurement & Contract Management

- Applies legal, policy and organisational guidelines and procedures in relation to procurement and contract management
- Develops well written, well-structured procurement documentation that clearly sets out the business requirements
- Monitors procurement and contract management processes to ensure they are open, transparent and competitive, and that contract performance is effective
- Demonstrates awareness of procurement and contract management risks, and what actions are expected to mitigate these
- Evaluates tenders and select providers in an objective and rigorous way, in line with established guidelines and principles
- Escalates procurement and contract management issues where required

Requirements

- A bachelor's degree in Computer Sciences or Management Information systems, or any relevant discipline
- At least 5 years of experience in managing IT projects and business applications in a large organization
- Solid experience in managing large scope of IT projects
- Highly skilled in analyzing business needs and drafting business plans
- Excellent stakeholder management, organize and coordinate between IT department and business users
- Excellent Written and verbal communication skills, including technical writing skills
- Fluency in English, fluency in Arabic or French
