Employment: Full Time

The essential goal of our Corporate HSE is to strategically provide advice and sustainable implementation in the direction and technical support of Health, Safety & Environment. Administer and practice Corporate Social Responsibility for our Borouge Production and Marketing businesses.

Reporting to the Corporate HSE Vice President, you will be part of Loss Prevention Function team and you will be responsible for:
* Managing PTE HSE & Security budget for all MEA, Greater China and Asia South regions to ensure proper planning and execution as per business and HSE requirements.
* Assessing implications of changes to Regulatory requirements and HSE procedures and guidelines and ensure the content is effectively implemented throughout the Pte Functions and facilities..
* Assessing security needs and ensure proper deployment of security staff and systems.
* Ensuring timely alignment of the HSE initiative as per HSE overall strategy.
* Cascade, allocate, and interpret the HSE strategy into lower level and regional operational goals and action plans, to ensure continuous improvement in HSE and Security.
* Ensuring all physical security controls and systems are effectively checked by the team.
* Directing all respective HSE team and subordinates towards achieving and meeting HSE plans and objectives.
* Managing all aspects of Borouge PTE HSE performance reporting requirements; Reports and Board input.
* Leading the consistent understanding and implementation of Borouge HSEMS across all Functions and Regions.
* Facilitating with the support of HSE Development Emergency Response processes and competences and adopt  role of Planning Co-ordinator.
* Facilitating risk processes and related control measures that ensure the safeguard of company resources. Facilitate the use of a common language with respect to risk.
* Directing, monitor, and support the Regional HSE Manager to provide HSE awareness, training and promotional activities across all regions, and ensure fulfilment of coverage to the expected level of knowledge or practices for each HSE initiative.
* Identifying training needs and areas not only for HSE team, but also for all employees. At the same time contribute to set the minimum HSE knowledge for non-operational and operational staff.
* Ensuring, in coordination with CAAF the identification of audit requirements based on risk, relating to company assets and activities.
* Ensuring compliance with standard operating procedures on all policies pertaining to HSE, Security and Risk Management.
* Setting standards for incident investigations within Pte, ensuring the quality of the investigation in support of Investigation Team Leaders, in terms of root cause identification.
* Manage all aspects of Borouge PTE HSE performance reporting requirements; Reports and Board input.
* Acting as the primary HSE Representative to the Pte Leadership on HSE and Security related matters.
* Participating in relevant external forums in order to share best practices and obtain future learnings.

Requirements

* Bachelor Degree in technical disciplines, preferred in Chemical Engineering or Manufacturing Specializations.
* More than 10 years relevant experience in HSE designations in petrochemicals industries, with at least 4 years in managerial roles.
* Preferred to be certified in HSE; ISO, ASQ, NIOSH, OSHA…etc.
* Familiar with the various federal and state legislation, standards, regulations, etc., on safety across various regions.
* Thorough understanding of Oil & Gas industry operations.
* Experience in developing and  implementing HSE Management Systems
* Excellent knowledge of HSE related activities, systems and technologies.
* Team oriented, capable of networking, able to work under pressure, and to manage several dossiers;
* Must be familiar with applicable OSHA, NFPA and local Safety guidelines.
* Knowledge in use of MS office tools.
* Experience training store personnel in Loss Prevention, Store Security and Risk Management related issues
