Employment: Full Time

Job Summary: Assist in the tendering process, from RFP development/ review till the appointment of consultant or contractor

Roles and Responsibilities:
- Assist in establishing prequalification and Project tendering policy & procedures and ensure they are being followed in the tendering process.
- Assist in developing all tender-related scope templates (consultants and contractors) and associated documentation to comply with latest Laws, regulations, Policy & Procedures, prevailing market requirements and lesson learnt, and liaise with Legal and Finance Departments if required
- Functionally review project scope received from PMC or other Users (e.g., Development Management, Design and Project Operation teams) and liaise with the Users to develop and maintain consistent scopes of work samples for issue in RFPs
- Support Development and Project Operation teams (Users) in preparation of Project Procurement Strategies (and packages) and develop and oversee the implementation of Procurement Plans and tendering strategies in line with these Strategies.
- Support and manage the tendering process from planning & prequalification until award, ensure it is implemented as per the procurement policy and procedures
- Ensure the tendering process for cost recoverable assets abide by the relevant authorities guidelines and standards.
- Conduct end-to-end- tendering process for consultancy services tenders and maintain data base of Consultant charge rates and terms of engagement.
- Review and approve prequalification and technical evaluation criteria and ensure that these are in line with Company standards.
- Review short-listed bidders identified by User & Vendor-list Prequalification and obtain Expression of Interest.
- Prepare and float RFP to approved short-listed bidders and respond to all bidders queries.
- Update Particular Conditions to cope with any specific project requirements.
- Liaise with the Users to arrange for site visits and pre-bid meetings and prepare and issue minutes of Meetings to all bidders.
- Coordinate and participate in tender opening of technical and commercial proposals
- Liaise with Project Operation teams (and PMC) and other Users for bid technical clarification requests/evaluation and Perform clarification requests/commercial evaluation for bids of technically acceptable bidders.
- Seek assistance from Cost Estimation and project teams PMC (if required) to evaluate bidders or sub-contractors priced proposals (quotations) for tenders.
- Support Users on technical negotiations and lead commercial negotiations with bidders to secure the most competitive offers that provide the Company with the best value for money without any risk exposure.
- Prepare and submit Tender Evaluation Recommendation Reports for award and execute the contract/agreement in liaison with the User/PMC for construction contracts.
- Develop and use innovative, new acquisition practices to suit the market, advise on improvements in the process.
- Document all major procurement activities to reflect an auditable history of the development of all Contracts/Agreements/Work Orders and subsequent amendments.

Requirements

- Bachelor degree in Engineering from a reputable university or equivalent
- 10+ years of relevant experience of real estate project procurement and contract administration, with at least 2 years in senior position.
- Demonstrated expertise in management of tendering and contract lifecycle
- Specific knowledge of FIDIC terms and relevant local regulations.
- Preferably, deep exposure to GCC region and adjacent markets with a large real estate company

Interpersonal skills:
- High standards of personal and professional ethics that lend to managing an unbiased tendering management processes
- Demonstrated skills in building and maintaining strong relationships with internal and external stakeholders/Vendors
- Experience in planning and executing assignments and in handling multiple tasks and deadlines
- Strong conflict resolution/management skills
- Strong communication and interpersonal skills (verbal, written) for drafting and maintaining tender documents
- Excellent analytical skills

Key Performance Indicators:
- Adherence to tendering cycle time
- Project procurement cost savings (rebates/discounts, improved terms, etc.)
