Employment: Full Time

The role is responsible for the management of the surveillance laboratory department under all its aspects, from operations to strategy. The role will be responsible to answer that purpose by drafting, monitoring and implementing all required polices and procedures.

Description

- Providing skilled professional leadership and act as a role model for department employees.
- Developing and promoting medical management services that improve patient outcomes - including responsibility for the development of medical management policies, protocols, initiatives and guidance and implementation of statutory documents.
- Monitor response to identified issues and facilitate resolution through the relevant organizations as required.
- Working with governmental organisations to monitor performance of different surveillance programs and engage in activities to promote and enhance these programs to meet defined targets. Oversee procedure development and dissemination from the laboratory perspective on these programs.
- Having accountability for the day to day operations of the department
- Setting up and managing the budget, and being involved in strategic implementation for various projects and ensuring service is being delivered within financial and budgetary constraints. Monitoring the cost of materials and to work with the procurement department in the competitive quotation/tendering process in addition to ensuring sufficient funds are allocated
- Minimising wastage of materials by appropriate stock rotation, just in time ordering and by ensuring good laboratory technique by staff in the laboratories. Ensuring sufficient stocks are available for outbreak and emergency situations.
- Managing the team including objective setting, appraisals, training, annual leave, supervision and reflective practice.
- Ensuring that department staff practice in accordance with going policies and procedures as applied and the facility
- Being responsible for recruiting staff by means of selection and interview.
- Conducting thorough workforce planning exercises assuring adequate and efficient staffing of the various shifts and services and effective allocation of resources throughout the department. This will apply to medical and administrative staff allocated to the department. This will also be aligned with the implementation of skill retention schemes
- Representing the service and/or individual patients at a multi-disciplinary level to ensure delivery of coordinated multi-disciplinary service
- Delegating tasks and responsibilities whenever necessary, distributing responsibility for operational management of the department, allocating and organising the work of professional and assistant staff to meet service priorities on a daily basis
- Working with and lead the team to provide an efficient and effective service and to be involved in the development and implementation of department policies
- Developing a strategic vision for the department and produce a report for the facility on the service developments and future plans
- Maintain KPIs and ensure proper communication and reporting to all stakeholders on Surveillance Laboratory performance.
- Ensuring close collaboration of the service while working with other senior teams of the facility securing best outcomes of patient care
- Being able to balance team, patient related and professional activities in accordance with departmental requirements
- Ensuring effective communication is maintained between staff, patients and stakeholders including higher authorities
- Providing advice to medical/technical staff on appropriate techniques and clinical staff on appropriate collection requirements for samples
- Directing and monitoring all lab procedures carried out and step in whenever there is a requirement

Requirements

- BSc in Medical Technology or clinical laboratory science or an equivalent qualification requiring 3 years training course.
- 10 years clinical experience in a accredited clinical laboratory environment
