Job description / Role

Employment: Full Time

Responsible for planning, organizing, sourcing, evaluating, negotiating & finalization of award consultants, contractors and suppliers related to project developments (from the developer perspective) to achieve timely award at the lowest total cost of ownership for the organization within the organization procurement policies & procedures.

Job Accountabilities:
- Source, pre-qualify and evaluate consultants /contractors/ suppliers, to assess and qualify them and register them as approved suppliers.
- Evaluate purchase requisition issued by the user department to confirm that the document is relevant and complete in all aspect, compile enquiry documents, and facilitate timely issuance of RFQ (Request for quotation).
- Follow up with suppliers to ensure receipt of tender documents, coordinate with consultant / user department to ensure that the responses to the clarifications requested by suppliers are sent promptly.
- Evaluate bids, participate in pre-tender /post tender clarifications with suppliers, analyse financial reports provided by the consultants and facilitate preparation of recommendations, prepare commercial evaluation & present for procurement Managers review / approval.
- Negotiate prices, terms and conditions as per the company policy & procedure to ensure value for money & timely award as per the procurement plan.
- Review the LOA / Contract templates to ensure that all aspects of the tender package are covered in coordination with the contract department.
- Update all concerned departments and line managers with any problems related to the LOA /contracts and facilitate implementation of corrective action as required.
- Update vendor master based on the performance feedback received from the development / project department/ market research.
- Manage the timeliness of the ordering process i.e. from RFP/RFT to LOA /contract issue, to minimize lead time, systematically monitor the compliance of the LOA /contract terms by suppliers to ensure timely delivery/ completion.
- Review department filing system periodically in coordination with the admin staff and document controller and ensure that the filing is up to date and in order.
- Periodic site visit / supplier visit to monitor work progress and performance measurement and provide feedback to procurement manager.

Requirements

The job holder should be bachelor of engineering preferably in civil or mechanical engineering.

- Minimum 10 years experience with major property developers or consultant.
- Good supplier knowledge in the field of construction, contracting and consultancy.
- Fluent in spoken and written English.
