Job description / Role

Employment: Full Time

- Participates in or leads cross-functional teams assigned to develop or evaluate contracts and proposals.
- Assists in developing a variety of purchasing-related documents including contract terms, conditions, specifications, and contractual agreements.
- Coordinates multi-departmental orders for capital equipment including vehicles. Serves as a resource regarding products with recycled content and for coordinating orders for vehicles and other capital equipment.
- Secures price quotations and prepares terms, conditions, and/or specifications for prospective purchases.
- Participates in bid tabulation, and places orders for materials, equipment, supplies, and services.
- Responds to requests for assistance from, contractors, and department officials or employees regarding existing or potential service contracts.
- Processes department and warehouse requisitions for supplies, materials, services, and equipment.
- Purchases a wide variety of capital equipment, general materials, supplies, and services, including: vehicles, office machines and equipment, office supplies, chemicals, gas and water pipe, fittings, meters, hardware, electrical supplies, janitorial supplies, safety supplies, tools, and miscellaneous equipment.
- Processes requisitions to develop new service contracts. Monitors performance on existing service contracts.
- Evaluates commodities and services to recommend the best alternative.
- Prepares technical specifications and invitations to bid, analyses bids submitted and identifies the best bid. Awards contracts within delegated authority limits
- Performs cost analysis. Conducts research and performs cost analyses relevant to assigned projects or contracts
- Analyses requisitions for new service contracts, and evaluates the efficiency of existing service contracts.
- Evaluates proposals and assists other employees with proposal evaluation and in resolving contractor performance problems.

Requirements

- Any combination of training, education, and experience equivalent to considerable (3 - 5 years) full-time professional-level experience involving the acquisition of equipment, supplies, commodities, or services for a government agency or private company with a substantial purchasing program involving a competitive bidding and negotiation process.
- Experience in developing, evaluating and administering contracts.
- Graduation from high school or GED, supplemented by college-level coursework in purchasing, accounting, business law, contract law, marketing, materials management, or related subjects.
- UAE driver's Licence will be an assert.

Preferred/Desirable Qualification(s).
- Graduation from an accredited college or university with a Bachelor’s Degree in Materials Management, Purchasing, or Business Administration is desirable

Knowledge of:
- The methods, policies, and procedures involved in purchasing a large quantity and variety of materials, supplies, equipment, and services.
- Contract negotiation and the awarding of contracts based on the best bid.
- The various grades and qualities of materials, supplies, equipment, and parts (specific to area of assignment) available to be purchased.
- The sources of supply, current market conditions, price trends, and new product development methods and sources.

Ability to:
- Exercise initiative in the performance of assigned duties. ;
- Purchase a variety of materials, supplies, equipment, and services.
- Determine the needs of the organizational units served.
- Prepare bids, technical specifications, and contractual agreements.
- Conduct research and apply independent judgment and technical knowledge to analysing bids, making awards, evaluating merchandise and/or service quality, and comparing specifications and prices of competitive items.
- Apply proper descriptive terminology or specifications to requisitions for commodities and services.
- Operate a variety of standard office equipment including a PC, calculator, copier, and facsimile machine.
- Communicate effectively, both verbally and in writing and establish & maintain effective working relationships with management, co-workers, requisitioning officials, suppliers, contractors, salespersons, and the public.
