Program and Project Benefit Management Chief Specialist

Job Summary

Benefit Management (BM) – Chief Specialist shall prepare a comprehensive and detailed framework and manual about program and project benefit management. The manual will cover many items including, but not limited to, the following:

Accountabilities

• Comprehensive governance and technical framework for lifecycle of project benefit management.
• Ability to manage phases, processes, detailed roles and responsibilities, areas of measurement.
• Competency defining and updating baseline analytics along with supporting tools,
• Categorization of projects and identification of types of benefits they contribute to.
• Conduct time of benefit measurement, tools of benefit measurement ratio
• Define and estimate the need for resources to implement project and benefit management
• Understand the human and technical resources, institutional changes, databases and analytics.
• Define, design and implement training programs and create awareness
• Classify of all risks and challenges the business may face by implementing benefit management
• Create clear plans for mitigation measures throughout all projects
• Prepare and create a suitable manual after conducting full analysis for status quo of project
• Ensure the manual is suitable for all concerned stakeholders.
• Implement project management practices and governance tools as when needed.
• Research the most up to date international best practices in both private and public sectors with focus on the transportation industry.

Requirements

Qualifications

• At least B.Sc. in a Civil Engineering, Industrial Engineering, Business Management or IT.
• Certification in project or program management is a plus.

Additional Skills

• Minimum 10 years of relevant experience, out of which minimum of 3 should be in benefit management. Work experience in public sector and/or in transportation sector is a plus.
• Familiarity with up to date methods in program and project management and benefit management
• Good presentation and report writing skills
• Self-initiator
