Job description / Role

Employment: Full Time

Description of Business Environment:
- Program manager for an international program in the UAE. Includes small arms live training range design, construction, and training implementation for the ground forces of the international customer.

Specific Job Description:
- Includes working with the ground forces of the international customer, subcontractors, and the Lockheed Martin team in the United States.
- In addition to the job responsibilities above, responsibilities include oversight of contractors for civil works construction and targetry and the associated training systems equipment installations along with the formation and growth of a live training range operations, maintenance and management team.
- Must be willing to relocate and work in Abu Dhabi, UAE. Initially the role is a 6 month fixed term contract with expected extension of 2 or more years.

Standard Job Description:
- Directs all phases of programs from inception through completion.
- Responsible for coordinating subordinate employee recruitment, selection and training, performance assessment, work assignments, salary, and recognition/disciplinary actions.
- Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs.
- Participates in the negotiation of contract and contract changes.
- Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract.
- Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance. Establishes design concepts, criteria and engineering efforts for product research, development, integration and test.
- Develops new business or expands the product line with the customer. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications.
- Directs the work of employees assigned to the program from technical, manufacturing and administrative areas.

Required Skills:
- Extensive experience in training management and live fire training system implementation for ground forces.
- Able to prepare and deliver high level briefings to senior officers, ministry officials, and Corporate executives.
- Strong written and oral communication skills
- Strong leadership skills for managing a diverse operations team, including multi-national civilian contractors and military personnel
- Must be willing to relocate and work in Abu Dhabi, UAE
- Willing to travel extensively throughout the UAE
- Strong organizer with program management skills and/or experience

Desired Skills:
- Experience with special operations forces (ex. Airborne, Ranger, Navy Seal, SAS, etc.)
- Arabic speaker and knowledge of Middle East culture
- Previous LM program management experience
- Knowledge of virtual and constructive training systems
- Civil works engineering and construction experience

Typical Minimum Education & Experience:
- Ideally require Bachelors degree from an accredited college and capability typically achieved through extensive professional experience.
- Will also consider individuals with equivalent experience / combined education.
- Considered an expert, authority in discipline.
