Job requirements & scope:

The Project Control Manager will be responsible for the administration of cost and schedule control on the project including budget set up, project schedule, updates and monitoring, change management, variation estimating, cost reporting, risk contingency and management and all forecasting activities and reports and to provide regular reporting on project progress, cost and performance. They must perform their duties safely and in compliance with procedures and protocols. The Project Control reports to the Capex Delivery Manager.

The project is an integrated industrial hazardous waste treatment complex (capacity 66,000 tons per year, 200 FTE) in Ruwais, in the Emirate of Abu Dhabi, UAE. The complex is already operational and consists of two main facilities: the Hazardous Waste Treatment Facility at BeAAT (capacity 60,000 tons per year and includes thermal desorption unit, deoiling tricanter, stabilisation unit, Class I and II landfills, PCT, mercury treatment unit, and incineration lines) and the Natural Occurring Radioactive Materials (NORM) Treatment Facility (new decontamination facility, capacity 6,500 tons per year and includes systems for high pressure water descaling, incineration and encapsulation of ashes).

Job responsibilities:

• Working with the project management team and business unit to develop project objectives, execution strategy, work breakdown structure and contracting strategy
• Analyse schedule and financial risk on projects and programs
• Maintain project Risk Register and have it updated regularly
• Prepare and control the baseline schedule.
• Monitoring actual performance against the schedule to identify delays and suitable mitigation measures.
• Interfacing with the project technical staff to define changes to schedules and identification of variances from the original plan.
• Identifying and evaluating associated schedule, and resource conflicts.
• Working closely with the contractors and vendors: evaluating their schedules, and actively managing the schedules with them to ensure a successful outcome.
• Shutdown planning: plan works according to annual plant shutdowns
• Review and formally document lessons learned and develop processes and communicate solutions to prevent and overcome problems leading to inefficient shutdowns.
• To review the Subcontractors Planning and actual work progress.
• To prepare the Project Resource Requirement / Projections based on the Live update of the schedule.
• To plan, lead, coordinate and prepare cost control reports for the project.
• Overlook the work of the quantity surveyor(s) as support when needed
• Attend management reviews, project and portfolio risk reviews and prepares related reports to be presented as required
• Studies the contract scope, requirements, challenges, and direct & indirect cost and schedule analysis risk assessments.
• Assists internal stakeholders in forecasting the strategic resource requirements of the business unit.
• Assists in analysing the resources productivity and updating the master productivity sheet for the business unit.
• Ensures the cost control procedure is implemented for all project aspects and coordinates with the project manager and department managers to ensure that the completion of project activities complies with the budget requirements.
• Coordinate the preparation of claims with the contracts department and reviews and analyses the cost impact of claims.
• Overview and assist the preparations of variation orders.
• Lead and supervise the cost control function during the preparation of the job budget.
• Highlights potential over-run incidents and recommends corrective action based on the status and summary reports.
• Prepare and provide project’s cost analysis highlighting cost variances, cost to complete and any unusual findings in the cost of the project to the business unit.
• Analyses project KPIs and provides early alarm to project management and business unit management
• Coordinate with multiple internal or external project and business teams: Finance, procurement, design, construction, and other external parties.
• Prepare and present clear and concise technical reports to management.
• Establishes and maintains effective working relationships with all Company’s staff, contractors and the client representative.
• Analyse operational and technical problems and solve, implement solutions accurately

Requirements

Educational requirements:

• Bachelor's degree in Engineering or a related discipline (Msc Degree is a plus)
• Required experience and skills
• 8+ years of experience inIndustrial plants with Project Planning & Control functions tasks
• Experience in a similar role and familiarization with waste treatment and incineration plant operational management is preferred. Previous experience in Power Generation or similar processes is an asset.
• Demonstrated in depth experience in construction planning/scheduling, cost control and estimating
• Experience in Brownfield Construction Projects is a plus
• Great analytical and math skills
• Excellent computer literacy and knowledge of Planning and Cost control Standard tools and software.
• Able to work in a team setting.
• Able to perform physical activities related to their duties
• Fluent in English is a must
• Fluent in Other languages is a plus
