Primary Objectives / Responsibilities
- Provide specialist project control services for the support of the Worley project control system
- Assist the Business Systems Group in the rollout of the project control system including initial configuration and contribution to training activities.
- Liaise with project teams to ensure the correct utilisation of the project control system based on project specific requirements and corporate guidelines
- Project Set-Up - working with project management, system administration and document controls to develop a project set-up that facilitates both internal and external Project Services requirements).
- Planning/Scheduling - Provide Project Planning/Scheduling services to project teams to ensure that completion dates are being met.
- Cost Management/Control - Provide cost control services to project teams to ensure proper project cost management and profitability monitoring.
- Invoice Advice Reports - Verify & Approve Invoice Advice Reports before issuance to Finance.
- Project Analysis and Forecasting - Analyse costs/schedules and report on any anomalies, fluctuations, unusual occurrences or other spending concerns that could impact the project final cost forecast and expected completion date.
- Proposal Support - Provide Planning/Scheduling and cost estimation/commercial support for proposals.
- Interface Management - facilitating communication between and among Project-Managers, Discipline Leads, System Administrator and Document Controller.
- Take ownership of the cost control and ensure integrity of the data being processed, coordinate with Finance if required, prior to report submission to management or for the purpose of PCS/WPR meetings.
- Liaise with clients to clarify cost related issues and develop timely and meaningful monthly invoices. Ensure payment of invoices according to contract terms.

Project Deliverables
- Review and develop data interfaces for third party project systems, as required
- Prepare and control Work Orders (WO).
- Implement financial controls including controlling authorisations of expenditure and cash flow projections.
- Project Updates - provide weekly progress-collection & updates; schedule updates; cost control & management; change order/variation management; cash flow status; subcontractor progress management; weekly upload of project data to Project Controls Database.
- Project Reporting - issue of internal weekly project status/productivity reports and Clients External progress reports - Preparation of monthly financial reports for the project. Also prepare other financial analysis as required on an adhoc basis
- Quality Control - ensuring projects are controlled, monitored, and documented according Project Services standards /specifications; conduct timely Project Controls audits on project level.

Requirements

Job Specific Knowledge :
- Demonstrate a visible and active commitment to HSE management and its associated requirements in a project environment
- Demonstrated knowledge of engineering design, construction and project delivery.
- Knowledge and understanding of the application of the Worley Project Review (WPR) and Enterprise Management System (EMS).
- Knowledge and understanding of the application of the Worley core systems such as Oracle (finance and time sheeting), and Ecosys (Project Control).
- Responsible for understanding the complete scope of work and the project estimate, including sub-contractor's work.
- Technical skills in Cost & Schedule Management, Earned Value & Change Management required.
- Good understanding of the commercial aspect of the project contract/procedure and the application to the cost management.
- Good knowledge and understanding of earned value forecasting and productivity/risk analysis for cost forecasts and contingency management.
- Ability to create/update cost and planning estimating/control methods and procedures to reflect the latest project execution philosophies.

Industry Specific Experience :
- Minimum years in planning/cost control experience within the oil and gas industry, of which at least years must be as a Project Controls Engineer for an offshore project.
- Experience in cost control, cost estimating, project scheduling and risk management with associated alignment of these disciplines.
- Must have proven track record in handling engineering projects in different phases like Pre-FEED, FEED and Detail Engineering.

Education - Qualifications, Accreditation, Training :
- Full-Time Bachelor's Degree in Engineering from an accredited university
- Project Controls certification from PMI or AACE will be preferred.
