Job description / Role

Employment: Full Time

Goal of the role:
- Plan, direct, coordinate, and lead activities of the project to ensure that goals, objectives and all elements of the projects within the compsany are accomplished within the prescribed time frame and funding parameters while looking after the interest of the company and managing the risks associated with the project.
- Review funding application to determine time frame, funding limitations, procedures for accomplishing project, staffing requirements, and allotment of available resources to various phases of project.
- Establish work plan and staffing for each phase of project, and arrange for assignment of project personnel.
- Responsible for supervision of all consultants (PMC ) contractors and EPC and all planning/administrative staff assigned to the Project to ensure it is on schedule and within budget.
- Outline work plan to assign duties, responsibilities, and scope of authority.
- In charge of the management and control of the Projects, ensuring completion on schedule and within the allocated budget and their conformance
- Act as the focal point on all matters and actions related to the project and shall supervise the business process team created for the project

The Project Director responsibilities shall generally include, but not limited, to the following:
- Overall responsibility for management of the Execute (EPC) and Pre-commissioning phase of the Project;
- Delivery of the Execute (EPC) phase shall be in accordance with the agreed business and project objectives and milestones;
- Build, establish and develop an Owner’s Project Management Team (PMT) supported by a PMC to monitor, manage and facilitate the overall implementation of the Project (
- Establish an organizational Project Execution Plan (PEP), including structures and procedures to effectively manage and direct both PMC and EPC Contractors;
- Manage the interface and information reporting to Company's Executive groups as required;
- Establish and implement QHSE Policies consistent and aligned with company´ s objectives and policies and demonstrate leadership commitment to QHSE in all aspects of the role;
- Accountable for the maintaining the integrity of the design concept. This is to include the establishment of commercial and technical management systems to protect the business drivers behind the design and also be sensitive to the legitimate needs of both internal and external customers and stakeholders
- Accountable for the budget and delivery within schedule;
- Contract Owner for the PMC and EPC contracts;
- Management of regulatory approvals (e.g., Environmental, Construction and Operating permits) and ensuring availability to meet the project schedule requirements.
- Establish project governance and assurance processes to ensure overall management of in accordance with Quality Management system, including development of the following:
- Project Execution Plan;
- Risk Management System;
- Change Management System;
- Quality Management System;
- Interface Management and Stakeholder Management Plans; and
- Budget estimate and overall project schedule.
- Manage third party interfaces that potentially influence or impact on the successful implementation of the Project.

Requirements

- Reporting to the Chief Operations Officer
- Degree in Project Management, Engineering or similar areas and with minimum 20 (twenty) years of experience in the oil and Gas industry .
- At least 15 (fifteen ) years min of experience in EPC in the Oil & Gas sector.
- Experience in the implementation and construction of Refineries
- Experience in project management with adoption of the EPC model
- Ability to coordinate with the executive management , internal department, consultants and contractors in order to ensure the correct implementation of the projects plan as per the proper procedures and standards of the organization
- Ability to work with a multinational team and very complex working environment
- Ability to lead large Technical teams
- Deep knowledge of practices, rules and construction techniques.
- Demonstrated experience of completed work within budget and schedule
- Have been in CONSULTANT's organization for at least ten(10) years in similar position.
- B.S. or equivalent degree in Mechanical Engineering from an accredited university
- Previous experience as Project Manager in a Petrochemical or Refinery plant EPC Project from an EPC Contractor side
- He shall have the personality and drive to manage, direct and guide the team to achieve the PROJECT objectives. In addition he must be assertive and firm in dealing with EPC CONTRACTOR while exercising absolute control on the work.
- High professional competence and management skills are the prime requisites to motivate his team to achieve high quality performance during the execution of the PROJECT.
- Must have been as a Project Director managing an EPC/PMC project of a value of at least $ 500 Million and above.
