Job description / Role

Employment: Full Time

Purpose:
- To develop and maintain the QHSE management system for the company, track and report performance, analyse gaps and develop action plans to improve performance.
- To understand the implications, duties and standards imposed by the rules and regulatory framework of UAE and Oman and international best practices required for ISO14001 and ISO9001 certification and ensure they are brought to the attention of the Board of Directors.
- To ensure strict conformance of construction contractors and vendors to HSE rules and regulation set at the sites and ensure their regular reporting of QHSE status to the company.

Duties and responsibilities

Strategy and planning
- Responsible of all matters relating to health, safety and welfare of employees affected by the company’s operations and environment
- Understand and ensure that the implications and duties imposed by International QHSE Council are brought to the attention of the Board of Directors
- Bring about the new techniques for improving health, safety and welfare to the attention of the CEO and Board Members
- Develop and maintain company Management System and coach and challenge line management in support of delivery of QHSE Management System and safety goals and targets.
- Develop and maintain plant emergency response plans.
- Highlight areas where training/certification is required to meet the standards imposed by legislation or Q.H.S.E. guidance

Operations
- Work with project leadership and line management to develop risk strategies and tactics to identify, assess and mitigate QHSE risks.
- Liaise with the relevant persons and third parties for the inspections, audits, report recommendations, changes in QHSE legislation and advice obtained from other sources. Provide support to the department on the implementation of company-wide HSE initiatives eg. ISO 14001, OHSAS 18001, etc
- Ensure adequate means of distributing and communicating health, safety and welfare information obtained for the H.S.E., safety organisations and trade associations regarding new techniques of accident prevention, new legislation requirements and codes of practice, etc.
- Ensure that an adequate programme of training for health and safety is established and monitored and that the safety culture is encouraged amongst employees
- Understand and apply the application of the “Health and Safety at Work Act” and other legislation relevant to the company’s business
- Keep up to date with changes in current legislation and to bring to the attention of the CEO and Board Members.
- Ensure that all assessments as required by legislation are conducted and reviewed at relevant intervals and to maintain records of the same. Assessments include contractors QHSE Management systems and capabilities.
- Ensure relevant management complete risk assessments, identifying key risks in the project execution onsite and corresponding mitigation plans.
- Conduct health and safety inspections and prepare reports of all the company’s operations
- Attend courses/seminars run by the relevant external health and safety institutes and authorities
- Take the appropriate preventive and corrective measures if any workplace inspection is not satisfactory and does not meet the standards
- Arrange health surveillance as instructed.

People management
- Oversee the workforce planning activities for the department
- Delegate tasks to staff to ensure a balance between the workload and skills availability within the department
- Monitor the performance of staff within the department on an ongoing basis, and ensure that performance reviews are conducted
- Oversee the adherence to human resource policies and procedures within the department
- Identify training and developmental priorities for the department to ensure that all staff are adequately skilled to perform their roles and responsibilities
- Develop and maintain relationships with regulatory authorities, suppliers, etc.

Requirements

- Bachelor’s Degree in Engineering or Civil Engineering or equivalent with specialisation in QHSE or related discipline from an accredited university
- Relevant industry recognized HSE Certification such as ISO14001, ISO9001, National Examination Board in Occupational Safety and Health (NEBOSH), IOSH, or Diploma in Safety Management (DipSM)
- Minimum of 8-10 years of relevant experience in QHSE management or equivalent (preferably in a similar industry)
- Understanding and interpretation of local, regional and international laws and regulations
- Proficiency in Arabic and English is an advantage
