Resident Engineer (Buildings) - Dubai, UAE

CH2M has been appointed for the design, project management, and construction supervision services for the Etihad Museum project in Dubai, UAE. The new 26,000 m² GFA development includes construction of a modern museum, pavilion building, and refurbishment of the existing historic Union House, where the UAE constitution was signed on 2nd December 1971.

In addition, reconstruction of the historic Guest House and Ministers building is part of the scope along with fully landscaped grounds restoring the area to how it appeared in 1971.

The museum contains both permanent and temporary exhibition galleries, an auditorium, teaching spaces, cafes, as well as administration and many back-of-house functions. The fast-tracked project also includes an extensive plaza and the provision of both underground and surface parking.

Job Responsibilities:
- Perform the duties of the Resident Engineer on site in accordance with the CH2M consultancy contract
- Management and direction of a team of Architects, Engineers, and Inspectors for the supervision of the construction of the works
- Acts as prime point of contact with the client for the construction supervision aspects of the project, including progress reporting, HSE, financial recommendations, quality control, and design modifications
- Builds a trusted relationship with the Project Director and with the client and contractor's counterpart staff.
- Places an emphasis on safe construction practices (Target Zero) and on maintaining a high quality of construction. Leads by example in driving safe practices on site
- Uses effective project management and controls systems to regularly report on progress to the Project Director
- Monitors progress of construction against the programme and takes steps to ensure the programme goals are achieved
- Ensures that the project quality control procedures are used for the supervision works and monitors it for improvement. Cooperates with audits required in accordance with the contract requirements and company internal systems
- Defines the scope of work of any sub-consultants and ensures that their employment is effectively administered
- Identifies software and systems required for the administration of the project construction supervision
- Contributes to the safety and constructability reviews of the proposed designs
- Evaluates, selects, and adapts construction management and control techniques, procedures, and criteria to suit job tasks. Devises and implements solutions to problems encountered
- Ensures that the Construction Supervision team members effectively identify, manage and report project risks.
- Reports to the Project Director

Requirements

- Recent experience as Resident Engineer for complex, multi-building development projects in the GCC, preferably UAE
- Minimum 15 years' post-graduate experience in the site supervision and construction management of building projects
- Museum experience is preferred but not essential
- BSc in Civil Engineering from an internationally recognized and accredited university
- Chartered/PE status
- Fully understand the aspects of site supervision and construction management of building projects
- Be committed to Target Zero HSE
- Be able to communicate effectively with site teams and motivate them to meet the project objectives
- Strong leadership skills, and able to work in a multi-cultural and multi-discipline team
- Able to have an oversight of multiple contacts and a large supervision team
- Excellent English communication skills including report writing and presentation skills
- Written and spoken knowledge of the local language skills are preferred but not essential
- Have knowledge of FIDIC type Form of Contracts
