Job description / Role

Employment: Full Time

- To implement and manage best practice procurement systems for the FF&E/OS&E Division.
- Source, select, and direct Project – Managers or Senior Managers Quantity Surveyor/Estimator, Quality Control Manager – Furnishings, Quality Control Manager – Textiles and FF&E/OS&E Senior Buyer in charge of FF&E, Buyer OS&E, Project Coordinator(s) FF&E and Project Coordinators OS&E.
- To be responsible for the FF& E and OS&E Division’s bidding, negotiating, purchasing and expediting in the most economical and efficient manner.
- Work with key stakeholders to create, draft and communicate policies to facilitate efficient operations facilitating decision making within the company.
- Oversee the Initiation, development and progression of projects from conceptual to close-out stages.
- Assign Projects to the Senior Project Managers and/or Project Managers, monitoring their progress and providing input as appropriate.
- Actively research the market place for new and alternative sources of supply, and conduct comparative analysis on suppliers to determine appropriateness.
- To be custodian of the Tender process in the management of:
- Selection of vendors and monitoring bidding procedures including delivery/installation schedules.
- Negotiate of discounts, payment terms and merchandise availability for current and or future projects.
- Preparation of Tender documentation, acceptance and processing Tender documents.
- Tender analysis, evaluation and clarification.
- Assure that the business interests are properly represented in all contract agreements.

Requirements

- Ensure all key contractual elements of negotiated contracts and/or purchase orders are implemented in program plans, and oversee program performance to assure the compliance with of contract requirements and deliverables.
- Manage the maintenance of updated project reports and the tracking of projects from completion and close-out.
- Establish project funding needs and cash flow requirements.
- Conduct site visits and provide supervision as and when required.
- Initiate and maintain a list of preferred/recommended Suppliers for the Company.
- Lead project teams in budget planning and adherence to, for individual projects.
- Lead the Quality Control Managers (Furnishings and Textiles) in the development of quality control policies and procedures.
- Manage the establishment, control and maintenance of the Supplier quality and master data management systems within Procurement.
- Approve Supplier and Departmental invoices prior to payment.
- To represent FF&E and OS&E Division in respect of all Procurement support services to both internal and external customers
- To lead in the promotion of sound commercial practices and to enforce commercial policy and procedures.
- Drive continuous improvement within the Procurement systems.
- Establishment of a co-operative environment where the F.F. & E Procurement Division, Designers and Operators act in the best interest of all stakeholders.
- Foster good internal customer relationships and develop a culture recognized as an easy Department to do business with.
