Job description / Role

Employment: Full Time

The purpose of this position is to provide effective Public Relations Officer (PRO) support to all transport contracts including but not limited to Dubai Metro, Palm Jumeirah Monorail and Automated People Mover, based in Dubai. The role will have responsibility for Transport PRO duties which are contract specific including Ministry of Labour (MOL) and Immigration representation and security processing.

Key Responsibilities:
- The Senior PRO (Transport) will be responsible for providing PRO support to staff employed by Transport contracts under Serco Limited sponsorship, Dubai Metro immigration visas or DAFZA visas, (excluding on-line transactions for Serco Ltd);
- Responsible for implementing the services outlined in the PRO service booklet and ensuring that PRO processes are adhered to;
- Ensure that all requests are delivered on time and in line with published KPI in the PRO service booklet;
- Collect paperwork as required from MOL or immigration for Transport contracts as requested by SME PRO team;
- Prepare paperwork for, and attend, Ministry of Labour or immigration case meetings with Transport HR BP or HR Manager;
- Representation of transport contracts for all Labour Ministry interaction including legal obligations, employee related issues, and coordination of UAE National resource where local assistance required. Coordinate with Legal Manager when necessary;
- Ensure paperwork is collated and submitted to SME PRO team for UAE National pension registration and cancellation processes. Ensure UAE National leaver list is submitted to SME PRO team;
- Ensure follow up actions are closed with regards UAE National leavers from Transport.
- Hold PRO card for DAFZA transport contracts;
- PRO liaison contact with Dubai Airport airside pass office for the Automated People Mover contract;
- Ensure starter paperwork is completed for security passes for Metro new joiners;
- Responsible for ensuring security clearance is received for employees joining Transport contracts, in line with the agreed process for each contract;
- Responsible for processing DAFZA visas and renewals for Automated People Mover contract;
- Provide information to SME PROs for labour card processing and cancellations for Transport employees on Serco Ltd visas as prescribed within the PRO service booklet when available;
- Responsible for preparing police reports for loss of labour cards and other documents;
- Coordinating with agencies for legal and normal translations for Transport contracts;
- Work closely with HR Business Partner and HR Manager to provide expert guidance and solutions for visa related requests;
- Attend monthly SME PRO and HR meetings;
- Ensure queries relating to staff on Serco Ltd visas are raised to SME PRO team or Legal Manager and that queries are actioned and closed;
- Ensure the exit process for Transport staff is managed in conjunction with SME PRO team;
- Liaise with staff and line managers to schedule visa medicals for Transport staff;
- Manage paper and on-line filing for DAFZA visas within SME office;
- Perform and carry out duties as instructed/directed by the HR Manager – Transport and the HR Business Partner - Transport.

HSQE Responsibilities and Information Security Responsibilities:
- Awareness of the Integrated Management System and the content of the Health, Safety, Quality & Environment and Information Security Policy Statements;
- Understanding of personal responsibilities and contribution to achieving compliance with the Integrated Management System requirements, (including but not limited to competence to perform safety critical roles, legal requirements, control measures arisen from environmental impacts and aspects, job safety analysis and information security risk assessment) and the potential consequences of departure from the arrangements in place to deliver the commitments stated in the policies statements above;
- Exercises their personal duty of care for their own health, safety and welfare and for those affected by the acts or omissions;
- Promotes a good HSQE and Information Security culture among their peers, subcontractors and third parties;
- Leads by example and look at ways to conserve energy, water and resources and minimise the generation of waste through personal performance and raise recommendations on how to improve existing processes on this regard within/outside their departments through their Line Manager, Departmental Safety Meetings and any other appropriate available channels;
- Protects information assets and data including both electronic and paper based from all threats whether internal, external, deliberate or accidental;
- Promotes a good HSQE and Information Security culture among their peers, subcontractors and third parties.

Requirements

- Graduate education.
- A minimum of 5 to 8 years work experience as a PRO in providing PR support with good administrative & communications skills.

Skills:
- Confident and fluent communicator with a high level or oral and written English & Arabic;
- Ability to keep discretion and confidentiality;
- Ability to manage multiple tasks efficiently and work productively in a fast paced, team oriented environment;
- A mature and responsible approach to work and use initiative to solve problems and be able to liaise in a professional and persuasive manner with staff at all levels in the organization;
- Fluent with Ministry of Labor, Immigration department & UAE pension fund process, rules & regulations;
- Good working knowledge of other local & federal government department process, policies & procedures;
- Possess strong PC skills including proficiency with MS Outlook, Word, Excel applications and ability to learn new software based applications.
