Job description / Role

Employment: Full Time

Assisting the Head of Procurement in the implementation of the business plan for AST Procurement Strategy.

• Define a procurement strategy on all subcontract works on award of any project that this person is nominated for.

• Participate in Value Management’/ Value Engineering exercises as appropriate to align the design intent’ requirements with programme and budgetary constraints.

• Preparing Subcontract Conditions of Sub-Contract packages “back to back” Contractual provisions’ etc, at project commencement, including updating documents as appropriate throughout the projects, (in conjunction with operations’ planning & commercial management functions).

• Reviewing drawings / specifications / pricing documents received from third parties for incorporation into tender documentation.

• Compiling tender lists in conjunction with operations / procurement management, including managing any prequalification / pre-tender selection meeting process.

• Ensure that the Supply Chain quality and health, safety and environment management systems are incorporated and maintained in all processes.

• Preparing complete, robust package tender documentation for issue to tender

• Managing the mid-tender process, incuding tender clarifications and mid tender interviews

• Receiving tenders, and managing the post tender analysis process, including co-ordination input from all relevant parties, arranging, chairing & minute post tender meetings, and the Specialist responses, and preparing / co-ordinating the Tender Placing Report, ( where necessary)

• Negotiation with Specialists Subcontractors, as necessary, and subject to procurement route, to achieve commercial targets.

• Liaison with 3rd Party Commercial Teams as well as AST Project Team to ensure the procurement tender process moves forward with all parties involved and in agreement.

• At the discretion of the Head of Procurement Issue’ Summary’ Letter of Intent’ letter to preferred Sub-Contractors, detail our understanding of precisely what has been agreed, and the basis of any Sub-Contract.

• Complete, robust Letter of Intent documentation, to reflect all of the above, based upon our contractual obligations’ requirements.

• Manage the execution and return of the documentation from the Specialist Contractor, including bonds’ warranties and the like.

• Ongoing advice & support to operations’ / Commercial teams as to precisely what we has been procured by regular updated schedules.

• Managing all of the above against the agreed Procurement Programme, and provide early warnings and advise to project’ procurement management when ‘exceptions’ occur Highlight ‘exceptions’ to the programme, and agree action plans.

Requirements

- RICS Royal Institute of Chartered Surveyors Qualified (or) CIPS Chartered Institute Purchasing & Supply Qualified
- Experience in Marine Civil Engineering and Oil and Gas would be an advantage in the GCC region
- Strong knowledge of CEMM3 method of measurement and other methods of measurement
- Ability to draft and review subcontract agreements
- Strong knowledge of cost control and budgeting
- Best in Class Supply Chain Process
- Having UAE knowledge of contracts and the local market and technical knowledge skills
- The ability to control, understand and work within cost and programme restraints
