Job description / Role

Employment: Full Time

We are looking for experienced OHSE and Assurance Specialist who will develop and ensure compliance with all dans procedures for OHSE and Assurance, ensuring compliance with mandatory and statutory requirements. Part of your role is to design, develop and deliver the necessary OHSE and Assurance processes and procedures required by the business to ensure compliance with the operational and statutory requirements. You will create a positive OHSE and Assurance culture and deliver necessary training and awareness to the senior management team and staff. And report to the EMT/Board on the performance of the business against these requirements through corporate performance metrics and KPIs.

Key Accountabilities:
• To ensure that the business is aware of, share, and continue to comply with legislative and regulatory requirements and best practice.
• To ensure an effective Quality, Health, Safety and Environmental management system is in place for the business which meets the requirements of all operational, mandatory and statutory requirements.
• To ensure a Business Risk Register is developed, based on the business strategy and plan, is regularly reviewed and updated with adequate control and mitigation measures in place to manage the risks.
• To ensure compliance reviews are planned, based on the business risk profile, executed and reported on in a timely manner. This will include the coordination of reviews with both internal and external resource.
• To monitor all actions arising from incidents, audit reports, compliance reviews and inspections and ensure that common themes are brought to the attention of EMT. Ensure that lessons learnt are shared across the business.
• To contribute to any project activity to ensure that Safety and Assurance risks and issues have been appropriately identified and mitigations are included in the proposal which meet legislative and regulatory requirements and best practice.
• To report against the OHSE and Assurance performance metrics and KPIs on a regular basis. This includes contributing to the organizational performance process.
• To ensure adequate emergency response, crisis management and business continuity plans are in place across the business, maintained and regularly tested.
• To advise the EMT on Assurance related requirements and issues and possible responses and controls to address these.

Requirements

Essential Qualifications
• Master’s degree, or equivalent, in a relevant field
• The NEBOSH Occupational Health and Safety Diploma or equivalent qualification
• The ISO Internal Auditors qualification or equivalent

Essential technical and professional skills and knowledge
• An understanding of the risks associated with the operation of a contract in a high-risk industry and the mitigations available to minimize those risks.
• Knowledge of all the relevant disciplines and technologies associated with Serco Middle East sectors.
• Knowledge of International Health & Safety and environmental legislation and practice and its application in high risk industries.
• Effective communicator and negotiator who is able to communicate effectively both orally and in writing.
• Ability to communicate with and influence senior management and employees.
• Good analysis skills.
• Design, implementation, and maintenance of ISO 9001, ISO 14001 and OHSAS 18001 certificates and any other certificates or accreditations as required
• Drive the continued enhancement of the OHSE, Risk and Assurance Strategy
• Lead the oversight of all Assurance Issues across all locations

Additional / special features of the role
• The job holder will work in a variety of conditions from air-conditioned office to open air environment. Hours can be subject to operational requirements so the jobholder must be able to work outside of normal working hours.
• Ensure compliance with the Serco Management System and all relevant business processes, procedures and work instructions to deliver all work with appropriate quality and governance standards
• Ensure security and integrity of all data provided including reporting performance, finance and customer information; reference Serco non-disclosure policy
• To exercise personal duty of care for their own health, safety and welfare and for those affected by their acts or omissions; reference SMS GSOP-HSE1-6 Serco organisational HSE responsibilities
• Ensure compliance with all training requirements of Serco and ensure adherence to these requirements at all times whilst in employment
• Report any accidents, incidents, breaches or potential breaches to appropriate management or the speak up process
