Employment: Full Time

We are currently recruiting for a Systems Assurance Manager for our Green Line Extension project in Dubai, UAE

• Prepare: RAM plans, Reliability Growth Plans, Engineering Safety Management Plans, and programmes for delivery of these plans
• Prepare and manage qualitative and quantitative assessments, including HAZOP, HAZID, FMECA, RBDs, FRACAS, fault tree and event tree analysis
• Produce formal technical reports and other project deliverables such as RAMS plans and safety cases on time and to budget.
• Maintain a register of assumptions, dependencies and constraints that identifies issues that may affect other systems and that are beyond the design control of the client.
• To develop and apportion the system assurance requirements down to subsystem and/or sub-subsystem.
• Adopt a progressive assurance methodology by which the progress of systems assurance deliverables is reported on and reviewed with the client’s System Assurance Management.
• Review the Contractor’s System’s Assurance deliverables and all updates for compliance against the Client’s Company Management System (CMS) – Systems Assurance Plan, Systems Safety Plan, Testing & Commissioning Plan and Operation & Maintenance Plan and shall report to the Engineer whether the deliverables are fit for purpose, or make recommendations for improvement
• Ensure that the Contractor’s system assurance activities are fully compliant with EN 50126, EN 50128 and EN 50129 and Modsafe .
• Manage the Safety Demonstration Process
• Carries out the Consultant Services required for this position and deemed to represent the minimum acceptable qualifications for the Services
• Adhere to the applicable legislation and statutory requirements, as well as any customer specific requirements
• Have an advisory and acceptance role on issues related to systems’ RAMS, on issues related to assessments of systems’ safety and shall provide guidance throughout the entire safety certification procedure.
• Animates the Safety Review Panel
• Establish the Safety Cases
• Have an advisory and acceptance role on technical issues related to design review and compliance with the specifications.
• Control the system assurance tasks during the contract lifecycle in order to ensure that the System is operable and fit for purpose, that the System operation and functional requirements are fully delivered and realized, that risks to the riding public, employees and property are minimized and that the reliability availability and maintainability targets are achieved.
• Review all safety submissions prepared by the Contractor for compliance with the requirements of EN50126 before submittal to the Client
• Ensure that the Contractor provides all necessary assistance to the Independent Safety Assessor (ISA) for the review of such safety submissions.
• Carry out audits to ensure that the entire System and Civils Safety program is delivered and guarantees that the performance of the System is compatible with the overall high safety standards of a driverless railway system.
• Support audits undertaken by the Client as and when required.
• Ensuring that the System RAM requirements defined in the Contract documents are implemented by the Contractor and are measurable
• Monitor progress of the Contractor’s Hazard Log and implementation of the Control Measures in Complypro (Requirement Management Tool) to demonstrate the achievement of the safety requirements in the safety cases.
• Verify and review the continued adequacy, suitability and effectiveness of implemented systems and services
Performs other responsibilities associated with this position as may be appropriate
• Create and promote a continuous improvement approach among the team members
invest in training, team-building activities in order to sustain motivation among team members
• Ensure that the Contractor delivers all key systems assurance deliverables to the sequence required by EN 50126 and the Contract.
• Ensure that a systems assurance approach is adopted by the Contractor throughout the Program in order to meet the established Reliability, Availability, Maintainability and Safety (RAMS) targets.
• Set up, manage, co-ordinate and monitor the Safety Review Panel. This will include management and compliance review of all Civil Infrastructure and MSI contractor safety submissions, ISA reports, and third party stakeholder submissions
• Work together with the Civils & MSI Contractors and the eventual operator to develop and recommend for the Engineer’s approval a systems availability monitoring plan.

Requirements

• Set up, manage, co-ordinate and monitor the Safety Review Panel.
• This will include management and compliance review of all Civil Infrastructure and MSI contractor safety submissions, ISA reports, and third party stakeholder submissions
• Prepare the network Engineering Safety Case for each line on behalf of the Client, in conjunction with the Civils and MSI contractors, using their approved subsystem safety cases
• BSc, BEng, BA or Equivalent
• Has total experience of more than 15 years
• Has railway experience of at least 10 years
