Location: Kabul, Afghanistan
Department: Commercial and Risk department

One of our clients, a leading bank in Afghanistan is looking to hire for a Chief Risk Officer to join their team in Kabul. The ideal candidate should have a solid knowledge of compliance theory and industry best practice and establishing and monitoring KYC/ALM processes. Core skills in credit, commercial banks insurance requirements, reviewing security / collateral documents, developing risk policies and procedures, fraud/credit risk are a must.

Key responsibilities:
• Manage the Risk Management department in delivering high quality and professional service to the bank and the clients in the field of risk management.
• Responsible for contacts with high level external authorities locally and abroad for Risk Management.
• Propose and promote a common risk culture and awareness to be accepted throughout the bank, in particular by the Banks Risk, Commercial and Operation Divisions.
• Set objectives for monitoring, evaluating and optimising the risk exposure of the bank and ensure that they are reported in a timely manner to regulatory entities and the management of the bank.
• Ensure that the flow of new past due loans and non-performing loans stops in the Bank by the establishment of stricter rules for approval and a clear strategy on the industry segments that are to be pursued and target clients to be selected.
• Do recommendation for proper approval processes for all transaction types to ensure proper risk control.
• Determine the capital requirements and provisions for each of the Banks products and activities to ensure sufficient provision on the book at all time.
• Ensure that classified loans are reported and properly administered and that effective strategies to restructure and reduce the Banks impaired assets are implemented.

Responsible for issuance of:
• Credit Risk Manual
• Credit Policy manual

Internal relationships with:
• Coordinate with other areas of the bank, such as Commercial, IT, Operations, Finance/MIS, Treasury, Legal.

Requirements

• 5-10 years of bank experience (preferred). Excellent in credit, risk, fraud management, liability management.
• Bachelors or Masters in Finance, Accounting, Banking Economics or any related field.
• Risk management certification such as PRM/FRM - desirable.
