Overview
Own delivery execution across engineering, construction, and maintenance: schedule, cost, quality, and safety. Implement weekly planning and reporting, enforce scope control (variation orders), coordinate subcontractors and suppliers, and build operational predictability to support growth and oil & gas competitiveness.

Key Responsibilities
• Run weekly planning cadence: schedules, resources, constraints, risks, and action tracking.
• Own project performance (time/cost/quality) and drive recovery plans when deviations occur.
• Enforce scope change governance (variation orders) to protect margin and avoid uncontrolled rework.
• Manage subcontractors and coordinate procurement to align purchases with project plans and lead times.
• Drive HSE discipline on sites (toolbox talks, inspections, critical risk controls) and support ISO-style documentation when required.

Requirements:

We are looking for a hands-on, highly disciplined Operations Project Manager / Senior Project Leader with strong experience in civil engineering, construction delivery, and maintenance operations, capable of running multiple work fronts simultaneously and implementing a structured operating system (weekly planning, reporting, QA/QC, HSE, and cost control).

The ideal candidate has 7–15+ years of project-based experience (construction, engineering services, maintenance contracts, fit-out, industrial or infrastructure works), with proven ability to:

• Plan and control execution using weekly look-ahead plans, daily site control, and clear team accountability.
• Lead site teams and subcontractors (multi-discipline) and coordinate procurement/materials to avoid stoppages.
• Implement and enforce QA/QC systems (ITPs, inspections, NCR/CAPA, snagging/punch lists, handover documentation), with particular attention to civil works and finishes.
• Drive HSE discipline (toolbox talks, risk assessments/JSA, permits, incident prevention) and maintain safe site operations.
• Control performance through practical KPIs (progress vs plan, productivity, rework, delivery on time, cost variance, critical risks and mitigations).
• Strong planning tools exposure is required (ERM odoo, MsProject is a plus). Experience in GCC or other structured environments is an advantage, but the candidate must be adaptable to Angola’s operating realities (logistics, lead times, workforce variability) and be able to build discipline in a growing company.
• English communication is required; Portuguese is a strong advantage. The role is Luanda-based (no rotation) and requires relocation.

Salary:
USD 1,500 to 4,000 per month inclusive of fixed allowances.
Additional benefits: company-provided housing + relocation support + food allowence
