Job description / Role

Employment: Full Time

• Overlook and manage FM & TIO Services
• Involvement in both strategic planning and day-to-day operations
• To manage and co-ordinate Technical Interface Office (TIO) of the project, which will represent the Master Developer’s interests in all transactions with infrastructure agencies of the Government and other Authorities – in particular EWA, SEPPD, RPDD and MOMA. Manage and maintain those relationships with Government Agencies and Authorities in a healthy condition.
• To follow the Master Developer’s requirements and liaise with Government agencies/authorities to obtain approvals on infrastructure and utilities provisions to the master development.
• To act as the primary point of contact for the assigned Third Party Developers
• Develop and have approved the Master Development Construction Management Strategy, The master Developer Environmental Health & Safety Plan and the Overall Security Plan for the master development.
• Prepare and coordinate technical content for Subdivision and Building Permit applications and expedite the approvals of those applications.
• Finalize all Subdivision applications and Plot Registrations
• To develop TIO Procedure Manual for obtaining approvals permits, title deeds, etc.
• To develop a TIO procedure for document control
• To provide strong technical and procedural management in the delivery of the necessary approvals and permits to Third Party Developer projects.
• To develop and manage a strong team of TIO engineers and staff.
• To assure technical cooperation in the team and with Third Party Developers and Government agencies/authorities in order to minimize procedural, technical and economic risks.
• Preform other duties as assigned.
• To prepare documents to put out tenders for contractors;
• Project management, supervising, and coordinating the work of contractors.
• Investigating availability and suitability of options for new premises;
• Calculating and comparing costs for required services to achieve maximum value for money;
• Planning for future development in line with strategic business objectives;
• Managing and leading change to ensure minimum disruption to core activities;
• Managing, coordinating and planning essential central services such as, security, maintenance, cleaning, catering, waste disposal.
• Ensuring buildings meets health and safety requirements and that facilities comply with legislation;
• Keeping staff safe;
• Planning best allocation and utilisation of space and resources for new buildings, or re-organising current premises;
• Checking that agreed work by staff or contractors has been completed satisfactorily and following up on any deficiencies;
• Coordinating and leading one or more teams to cover various areas of responsibility;
• Using performance management techniques to monitor and demonstrate achievement of agreed service levels and to lead on improvement;
• responding appropriately to emergencies or urgent issues as they arise and dealing with the consequences

Requirements

• BS in Civil Engineer or higher
• Minimum 10 years’ experience in same filed
• Certificates in health and safety and experience in Facility Management activities
• Fluency in Arabic and English
• Nationality: No Preference
• Gender: Male
