Job description / Role

Employment: Full Time

Reporting to: Director – Safety & Security

Objectives:
- To manage and supervise the Safety, Health and Environment section to ensure maximum safety procedures are applied, as well as assuring conformance to the International aviation safety standards, Bahrain Labor law and best international health, occupational safety and environment policies and procedures.
- Maintain close communication and coordination with internal and external stakeholders regarding any issues that might reveal a weakness or vulnerable area of worksite health, safety and environment that is discovered in the course of the monitoring activities.

Main Safety Planning and Management Responsibilities
- Review and update HS&E systems and control processes, (e.g. contractor guidelines, work permits, codes of practice for other types of industrial activities within the airport) to align with legislation, industry best practice and contractual arrangements, and to ensure they are proportionate and effective;
- Manage the activities of the Safety section by providing direction, monitoring performance, motivating staff, ensuring the development of all employees and creating a culture and climate conducive to achievement of the Department’s mission and overall organizational goals;
- Design and manage an on-going safety risk assessment strategy to accurately identify safety business priorities and risks, determine the required priorities for safe airport operations, and provide maximum safety support to BIA operations;
- Provide across the organization specialist advice related to HS&E, in order to support strategic planning, development, procurement, operations, and by reviewing and approving safety project provisions, technology and equipment;
- Provide specialist advice on the potential impact of any new legislation or regulations relating to HS&E and Aviation Safety;
- Oversee the development and maintenance of airport infrastructures and ensure that they are able to meet all current and perceived safety and regulatory standards;
- Establish and maintain effective liaison with other airport departments and relevant local safety representatives;
- Promote a positive safety culture across the airport community;
- Carry out any other activities requested by the Director Safety and Security.

Develop, implement and maintain:
- The BAC Corporate Health, Safety and Environment global strategies and policies in order to ensure the protection of BAC interests, the compliance with the accepted International Aviation standards and local regulations, and that the OSH&E standards are met and followed company-wide;
- Develop, implement and maintain the overall Airside Safety processes, standards, guidelines and procedures which extend to all service providers and/or users of the Airport;

Health, Safety and Environment Responsibilities
- Develop appropriate leading metrics to drive positive safety behaviors and ultimately reduce incidents and accidents;
- Carry out regular Health and Safety audits, surveys, analysis of all accidents within the Airport, identify unsafe acts and conditions, noncompliance with the standards and advise BAC management accordingly;
- Ensure that approved safety equipment are provided and/or installed within BAC or other Airport buildings;
- Provide accident related/illness statistics report to the Management and recommend improvements;
- Assist Director Safety and Security to recognize, evaluate and control the high risk areas and substances hazardous to health within the airport;
- Assist Director Safety and Security with the development and implementation of risk assessments programs aimed at minimizing/reducing the occurrence and consequences of industrial accidents;
- Maintain record of occupational accident and injury received to all airport staff, analyze and recommend remedy and improvements;
- Organize health and safety campaign to enhance awareness amongst all airport internal and external stakeholders (incl. suppliers and contractors);
- Assist in the effective establishment of the BIA Safety Management System, in accordance with ICAO and CAA requirements;
- Participate in all emergency/disaster recovery planning, meetings and exercises.

Additional Construction Health and Safety Responsibilities
- Establish a methodology and forum to actively engage the supply chain in driving continuous improvement in health, safety and environmental performance;
- Participate in the investigation of health, safety and environmental non-conformances, near misses and accidents to establish root cause and lessons learned;
- Actively support consultants and contractors working on the airport site (particularly in the maneuvering area) to ensure compliance to Airside safety and HS&E regulations

Develop, trial, review and deploy:
- Leading and lagging metrics to drive consultant and contractor health, safety and environmental performance;
- An inspection and audit process to complement and support the Supervision Consultant and Main Contractor in monitoring health, safety and environmental performance on site;

Requirements

- University degree in aviation management, Science or Engineering or equivalent qualification
- Minimum 10 years’ experience in aerodrome safety operations

Other certifications obtained:
- ACI Safety Management Diploma, or equivalent
- NEBOSH Diploma, or equivalent

Specialist knowledge:
- Demonstrated experience in developing, implementing and supervising the implementation of airside safety and/or operational processes and procedures, and in successfully and effectively managing a small team
- Experience of promoting a positive safety culture in a multi-stakeholder environment
- Experience/trained in behavioral safety techniques
- Experience of large scale construction programs within a live operational environment

Language Fluency: English and Arabic
