Employment: Full Time

My client is a global Engineering, Procurement, Management & Construction Company, established in 1976 and today operating in the USA, Europe, Middle East, Asia, Africa, Australia and the Former Soviet Union. They provide services to End Clients, Project Management & Construction companies, Engineering Procurement & Construction companies and Plant System & Equipment Suppliers. Their focus is to support our clients within Oil &Gas Petrochemical, Energy, Industrial Plants & Utility Infrastructure and also Hi-tech Industrial Plants, Pharmaceutical facilities & Commercial Buildings. They provide leading edge technical solutions enabling them to continue achieving their excellent track record of meeting client's requirements on projects.

The Project Controls & Commercial Risk Manager is the General Manager‘s business representative for PCCRM function in that country.

• The PCCR Manager is committed to achieving and delivering business plan.
• Is concerned about generating and ensuring a 24 month backlog and efficient operation of the company.
• Is in compliance with all local statutory regulations and corporate policies.
• Cares about the growth of the company’s employees and their welfare
• Communicates through managing proactively with all reporting functions to consistently manage each aspect of the business
• The Project Commercial & Risk Manager is responsible for implementing, maintaining and reporting against the business plan for that business on a timely basis.
• Responsibilities will include implementing company policies, systems & procedures. Budgetary control of the Programme of projects through the development and use of the Cost Control Sheet (CCS). Resolving contractual and commercial problems.

Key Responsibilities & Accountabilities:

• Implementation of Group PCCRM systems and procedures in full
• Apply all Group required reporting deadlines and compliance with same
• Development of a PCCRM team that is effective, responsible & result driven
• Ensure all government & statutory reports & payments are kept up to date & correctly prepared
• As a key element of company management team develop a solid working relationship with the Functional service Manager and the rest of the management team.
• Prepares internal reports as directed
• Be an active member of Annual Budget preparation under General Manager.
• Manage the budget of the project.
• Ensure that the project and company is protected in all contractual agreements with Clients and subcontractors in line with good business practice.
• Ensuring that the commercial aspects and impact of a contract are clear to all parties.
• Ensuring all parties understand and adhere to contractual obligations; reflecting them accordingly.
• Work alongside Project Manager in delivery of projects.
• Detailed Programme planning and control.
• Risk Management – Planning, measurement and reporting
• Ensure amongst that amongst key management & project staff that they are commercially and contractually aware.
• Flash Reporting, as required.

Requirements

Knowledge & Experience
• Degree/ Professionally Qualified in Quantity surveying, Electrical or Instrument engineering
• Must have fluent English
• Minimum of 10 years’ experience in the role of Procurement & Contracts Manager for projects of more than USD 20m
• Experience in Planning, Costing and Contractual implementations whilst majoring on anyone of the 3 skills

Desirable Requirements:
• Experience in Civil/Structural Works install scope, subcontract management and Middle Eastern based roles
• Experience in development and maintenance of schedules, quantity and productivity
