Job description / Role

Employment: Full Time

Key Responsibilities:
Operational:
• Management & supervision of project portfolio including scope, quality management, permitting, cost management, scheduling and programming.
• Handling the project from the initial stages of planning, managing the project and ensuring the project is complete as per the plan and time frame.
•Oversee the project to ensure the desired results are achieved, the most efficient resources are used. Provide solution and participation in Value Engineering exercises and solutions.
• Manages cost and time schedules as well as allocations for tasks and activities whilst supervising quality assurance and quality control. Overlooking risk to minimise uncertainty and making sure that quality standards are met.
• Responsible for all tenders related to all assignments and contracts by the department.
• Responsibilities include direct participation in tender preparation, RFP, tender evaluation (technical and commercial), tender recommendation and obtaining approvals, tender award and contractual appointment.
• Monitor the commercial preparation of LPO’s quotations and invoices for tasks carried out.
• Participates in technical design solutions (i.e. architectural, structural and MEP), overseeing the preparation of conceptual design and layout.
• Prepares project reports including ongoing progress, difficulties, cost implications and recommending solutions.
• Organising the various professional people working on a project, including the recruitment of specialists and sub-contractors, Supervision and Monitoring all staff that are working on the project to make sure guidelines are maintained.
• Prepares general evaluations of property status and suggests solutions for improvements and rectifications
• Follows up on maintenance work and appointed contractors while organising work according to the work permits
• Evaluates potential consultants and contractors for projects initiated by the department in accordance with the Procurement Policies and Procedures.

Managerial:
• Defines and adjusts the role boundaries, workflow processes and job design against laid down service delivery requirements and statutory regulations.
• Determines staffing levels and prepares motivations for the filling of vacancies to complement functional objectives and requirements.
• Participates in the recruitment and selection process, approving minimum design and specifications for inclusion into job advertisements and evaluates applicant’s suitability through analysis of selected short-listed CVs and interviews.
• Influences, communicates, motivates and inspires team members to achieve departmental objectives.
•Monitors and follow-ups on specific tasks and project deliverables.
• Compiles, controls and monitors the budget in accordance with budget allocation/limits.
• Drafts, reviews and implements subject matter related to policies, regulations, procedures and systems of operations
• Recommends training and development, career planning and succession planning within the Department.
• Analyses statistical information pertaining to staff attendance, overtime, leave and addresses deviations or occurrences of abuse and/ or workplace conflict through the implementation of corrective measures in accordance with Human Resources Policies and Procedures.
• Provides guidelines and guidance to personnel on the application of procedures.
• Provides recommendations on training and development, planning of subordinates.

Requirements

• Minimum of a Bachelor’s Degree in a relevant field preferred.
• Minimum of 8 years of experience in a similar role, handling Project Management. At least 3 of which in a managerial role.
• Experience working on big projects, which includes commercial, residential and mixed-use towers/buildings.
• Candidate must have excellent communication skills, with a strong command in the English Language.
• Problem solving skills, must be able to think outside of the box.
• Strong IT skills – Must have knowledge in using various programs to track big projects and staff progress, such as MS Projects.
