Empower is created with the objective of providing world class District Cooling Services (DCS) to Dubai in general and Dubai Holding entities in particular. Empower is determined to satisfy the critical needs of its customers and in the process develop its own distinctive competencies which will make it a regional leader in DCS by 2008
