WELS was established in Dubai, United Arab Emirates in 1998 as a specialist Company for the rehabilitation and repair of concrete structures and coatings to service the growing requirement for a professional organisation to undertake concrete rehabilitation works conforming to international standards. This requirement became more and more evident as the buildings and infrastructure of the Emirates have increased and aged.

A team of German Engineers from Wels Germany was part of the initial team established in Dubai. Within a few months of starting, the first major rehabilitation project undertaken was the Sharjah Waste Water Treatment Works; followed by rehabilitation of bridges in the Northern Emirates. Today, Wels retains German Engineers as well as a trained staff of
Engineers specialized in concrete rehabilitation.
