Project & Development Services - MENA

JLL Project & Development Services (P&DS) MENA provides consulting, design, management and build services to tenants and owners, leveraging technology and digital solutions to drive outstanding service delivery.

We bring a life-cycle perspective to our clients, from development solutions to our core services in programme, project and cost management and consulting in digital solutions, tenancy management, sustainability, leisure & entertainment, and workplace & design.

Role Purpose

The Project Director will serve as the senior executive leader responsible for the successful delivery of a prestigious landmark development project on Egypt's North Coast. This role encompasses end-to-end project leadership, from initial concept and planning through final handover and post-completion support. The position demands exceptional leadership capabilities, strategic acumen, and extensive experience managing large-scale, complex construction developments in challenging geographic and regulatory environments.

Key Responsibilities

  • Lead comprehensive project delivery for this landmark North Coast development, ensuring seamless coordination across all project phases including feasibility, design development, procurement, construction, commissioning, and handover.
  • Establish and maintain project governance frameworks that align with JLL's methodologies while accommodating the unique requirements of this coastal development.
  • Drive strategic decision-making processes that balance client objectives, market conditions, regulatory requirements, and environmental considerations specific to Egypt's North Coast region.
  • Serve as the primary client interface, building and maintaining strong relationships with project sponsors, investors, government entities, and regulatory bodies.
  • Navigate complex stakeholder landscapes including local authorities, environmental agencies, tourism boards, and community groups relevant to North Coast development.
  • Facilitate effective communication and alignment among diverse international and local stakeholders while ensuring cultural sensitivity and regulatory compliance throughout the project lifecycle.
  • Direct and inspire multidisciplinary project teams including architects, engineers, contractors, consultants, and specialist advisors with expertise in coastal development, hospitality, residential, and mixed-use projects.
  • Establish clear accountability structures, performance metrics, and collaborative frameworks that optimize team effectiveness.
  • Oversee comprehensive budget management for this large-scale development, including detailed cost planning, cash flow forecasting, change management, and financial risk mitigation.
  • Lead commercial negotiations with contractors, suppliers, and service providers while ensuring optimal value delivery. Implement robust financial controls and reporting systems that provide real-time visibility into project financial performance and enable proactive decision-making.
  • Develop and execute comprehensive risk management strategies addressing the unique challenges of North Coast development including environmental factors, seasonal construction windows, logistics complexities, and regulatory requirements.
  • Establish and enforce quality standards that meet international benchmarks while reflecting local market expectations and operational requirements. Coordinate with specialist consultants on coastal engineering, environmental impact, and sustainable development practices.

Required Qualifications

  • Bachelor's degree in Engineering, Construction Management, Architecture, or related field; advanced degree or professional certifications preferred.
  • Minimum 15 years of progressive leadership experience in large-scale construction project delivery, with at least 5 years in senior director-level roles. Demonstrated success managing projects valued at $500M+ with particular emphasis on mixed-use, hospitality, or residential developments.
  • Previous experience with coastal or waterfront developments strongly preferred.
  • Extensive knowledge of Egyptian construction regulations, procurement processes, and market dynamics.
  • Proven experience working with local and international contractors, regulatory bodies, and government entities in Egypt or broader MENA region.
  • Exceptional leadership presence with ability to influence and motivate diverse, multicultural teams.
  • Outstanding communication and presentation skills in English and Arabic, with capability to engage effectively with senior executives, government officials, and community leaders.
  • Proven negotiation skills and commercial acumen with track record of successful contract management and dispute resolution.
