Rail Systems Manager - Cairo

The Role:
- This is a Key Senior, Client facing role within the Metro Rail System Project Management Consultancy team. (PMCS)
- The Rail Systems Manager serves as primary client contact for the Rail Systems. He has full managerial responsibility within PMCS for all aspects of the Rail Systems project including technical, technical evaluation of all variations and changes, team cost control, staffing and quality control.
- The Rail Systems Manager heads up a multi-national, multi-discipline team of Signaling, Telecommunications, Energy (AC and DC), 3rd Rail, ICC / ECC, Tunnel Ventilation, AFC, PSD, SCADA and Systems Integration discipline experts and engineers, construction (later) and testing and commissioning (later) teams to provide a comprehensive design review and approval consultancy and site supervision service to the team and to the client.
- The Rail Systems Manager, will on a day to day basis managing all technical issues relating to the scope of the Rail System team, leading, guiding and setting the direction of a team of specialist rail systems engineers to ensure compliance with the project requirements, international codes and standards and through the project phases of; requirements management thru a ComplyPro relational database, requirements analysis and definition, interface definition, design approvals at conceptual, preliminary and final design, systems integration, V & V, installation testing and commissioning.
- The Rail Systems Manager shall be capable of managing a team that will provide review and recommendation for approval of Contractor designs, manufacture, as well as the supervision of the on-site implementation, construction and testing and commissioning activities for this Major Design and Build contract, to develop and implement systems and procedures, and ensure an effective monitoring and reporting regime is implemented that will allow effective and timely decision making.
- Beyond the role of the Rail System Manager to deliver the design, the successful candidate will remain in place to deliver the rail systems thru implementation, construction and testing and commissioning phase to handover to the Client a fully validated, operational, safe rail system into revenue service in 2019.
- Whilst not part of the Rail Systems team, the Rail Systems Manager shall be fully conversant with all aspects of project controls on multiple contract rail transit programs including risk management, scheduling and progress monitoring, cost estimating and control, configuration and change management, document control and reporting.

The Responsibilities
- Able to effectively plan, innovate, take control and lead, govern, support, manage, solve, integrate and successfully deliver globally, major, multi-disciplinary, multi-faceted engineering projects in order to meet concurrently the strategic business requirements and the agreed operational requirements for functionality, safety, quality and ROI as well as specifications and agreed targets for delivery, schedule and cost.
- To retain and maintain ownership in all aspects of the development, administration and delivery of the Project Rail Systems effort, including but not limited to administrating the design deliverables, implementation and handover program of activities, and facilitating change, implement plans, and procedures at all levels to Rail System functions.
- Define and allocate the requirements of the specifications to various entities of the project.
- Collect, consolidate and update the DOORS database with the response of each entity.
- Maintain and update the Requirements
- Manage the Rail Systems design team resources and resource budget
- Deliver the Rail System design to meet with the Employers Requirements, contract specifications, requirements and programme
- Prepare and deliver project monthly and weekly reports on project design status, issues, concerns and other matters.
- Technical advisory support to the Client and to the Project as a whole.

Client requirements:
- The Rail Systems Manager shall have a thorough working knowledge of all aspects of different rail systems and will be capable to lead a team of rail system engineering specialists.
- The Rail Systems Manager will be familiar with different international standards and specifications and make recommendations for establishing uniform design guidelines across the different projects within the rail transit program, to optimise compatibility, interoperability and uniformity to ensure that future efficiencies in operations, resources, facilities and spares are achieved. More specifically, he shall possess an extensive experience in designs related to Operation Control Centres, central control and management systems, train signalling and control systems, telecommunication systems, traction power systems and SCADA.
- The Rail Systems Manager shall have an advisory and acceptance role on technical issues related to design review and compliance with the specifications.

Requirements

- BSc, BEng, BA or Equivalent Degree qualified, preferably from an electrical or systems background.
- 20 years relevant experience

- The Rail Systems Manager shall be a highly qualified, competent and experienced Manager with experience in the all-round, broader scope of Rail Systems.
- This role requires a strong technical, systems integration background gained through working within a multi-disciplinary consulting environment within the rail industry.
- The candidate currently holds or has held a similar position on a large metro or rail systems design and build project.
- At least 20 year’s experience within the field of Rail Systems showing increasing levels of responsibility throughout career.
- 20 years in the Rail Transit sector including rail systems experience for fully automated train control and signalling, Telecommunications, Energy (AC and DC), 3rd Rail, PSD, AFC, Operational Control Centres (ICC & ECC), SCADA, Depots and stabling yards.
- Working knowledge of the expected suite of EN Standards for Functional Safety and RAMS, IEEE, IEC and ISO Standards for Systems Engineering, Rolling Stock, Rail Systems and Equipment Standards BS, EN. IEC and NFPA (130) as applicable to the Lifecycle design approach, Systems Assurance, Testing and Commissioning and Certification of Transit and Systems Engineered Projects.
- The project management skills of the Rail Systems Manager shall be excellent, he shall be very familiar and will have utilized formal systems engineering processes to deliver projects on time, on budget and meeting technical, functional, performance and quality requirements and managing expectations on multiple occasions.
- Excellent understanding of all aspects of project design management, project lifecycles, project controls, risk management, scheduling and progress monitoring, cost estimating and control, configuration and change management, document control and reporting.
- Have been actively involved with the state of the art technology of rail systems.
- Excellent report writing skills.
- Excellent English language skills.
- Excellent knowledge and hands on usage experience of PC software packages.

- Excellent interpersonal, client facing and communication (oral and written) skills, team player.
- Strong rail sector background with first-hand experience of the tender evaluation, design, development, construction, testing and commissioning and systems assurance processes, design team management and delivery of complex rail infrastructure and rail systems.
- Extensive design management experience on major rail projects
- Able to define, maintain, and implement the management of the D&B Contractors design as per the contract specifications, requirements and programme of rail safety systems, systems analysis and international standards
- Experienced in the use of database solutions for requirements management (e.g. DOORS,)
- Systems engineering, Interface and Integration knowledge
- Knowledge of required Requirements Management, Change Control and Configuration Management
- Knowledge of Rail Systems Assurance, RAMS and SIL.
- Experience and ability to contribute towards Hazard Analysis, PHA’s, Risk analysis, SIL determination.
- Practical, first-hand experience of working on projects through all stages in a lifecycle
- Management of multidiscipline, multinational design teams
- Experience of Major, multi-faceted rail design projects
- Able to maintain and update the System Requirements Specification
- Establish and maintain traceability to and from system level requirements

Desirable
- Middle East experience would be beneficial, though not essential.
- System specification preparation experience
- Practical, extensive and relatable Design, Implementation, Construction and Testing and Commissioning
