Purpose:

As a senior expert - nuclear administrative and corporate readiness you will support the customer in establishing a fully functional and effective corporate and administrative structure for the nuclear operating organisation. This includes governance, finance, human resources, information management, document control, management systems, and integration with regulatory compliance. This position will play a key role in translating regulatory and corporate expectations into organisational capabilities, ensuring the future operator is institutionally ready for all aspects of plant operation.

Duties and responsibilities:

  • Lead the development of the corporate governance model for the customer's nuclear operating organisation, ensuring alignment with national regulations and IAEA guidance (e.g., SSR 2/2, GSR Part 1, GSR Part 2, GS-G-3.1, NS-G-2.4).
  • Perform functional analysis and distribution of responsibilities across the administrative and support services of the customer's structure, including finance, human resources, procurement, information and communication technology, quality assurance and quality control.
  • Conduct an organisational gap analysis focusing on areas such as financial planning, budgeting for operations, procurement capability, asset management, and information/document control systems.
  • Define the material, information and communication technology, and software infrastructure required for corporate and administrative functions, including enterprise resource planning systems, licensing and document tracking systems, and HR platforms.
  • Contribute to the definition and implementation of management systems, procedures, and interfaces between corporate and technical operations.
  • Define and assist with the development of the management processes that will facilitate the implementation of all the required management and governance processes.
  • Support the development of recruitment plans, training and authorization matrices for support personnel and administrative staff.
  • Facilitate the development of interfaces with external stakeholders including regulators, government institutions, financial oversight bodies, and utility partners.

Experience and qualifications

  • Minimum of 20 years experience in the nuclear sector, with senior management responsibilities over corporate functions, including at least one role as senior manager, executive or deputy director in a nuclear operating organisation.
  • Proven experience in developing and implementing integrated management systems and in leading support functions during transition to operations.
  • Strong knowledge of IAEA GSR Part 2, GS-R-3, and other relevant safety and quality management standards.
  • Experience in nuclear finance planning, ERP selection/implementation, and HR management for nuclear operations.
  • Experience supporting newly established nuclear entities is highly desirable.
  • Degree in business administration, industrial management, nuclear engineering, or equivalent.
  • MBA or post-graduate management qualifications preferred.
