Senior Project Engineer - Proposals Water & Environment

Job Summary
The Senior Project Engineer (Proposals) works closely with Proposal Managers for the development of technical and commercial proposals for the water & Environment Departments across the organization. He supervises the collection of internal documentation, consolidation of staff resumes and project references in coordination with Proposal Engineers. He supports the development of method statements and project timelines and leads the calculation of project delivery costs for water & Environment design projects. The jobholder coordinates across functions and departments in the organization to seek input from subject matter experts during the proposal development stages, as needed. He is expected to reach out to Geography functions to coordinate the fulfillment of commercial proposal requirements (e.g. bid bonds, performance bonds, etc.) and the packaging and timely delivery of water & environment design proposals to local clients.

Key Responsibilities
• Support Proposal Managers with the development of proposals for Water & Environment design projects, including technical and commercial proposals
• Support in the collection of internal documentation from similar proposals and projects (e.g. regulations, standards, etc.), as needed
• Supervise the collection and consolidation of design staff resumes, project references and other required information in the required formats for Water & Environment design proposals
• Support Proposal Managers with the development of method statements, project approaches and scopes for proposals for Water & Environment design projects
• Develop project timelines, including work breakdown structures, resource allocation etc. for proposals
• Closely work with Proposal Managers during the coordination with the Contracts Department for the review of contract terms / conditions for Water & Environment design proposals
• Support Proposal Managers in obtaining quotations from supplier and subcontractors for Water & Environment design proposals, as required by the RFP scope and the bid strategy and design delivery model
• Estimate man-hours required by design Department / Sections for projects of high complexity in coordination with the Proposal Manager
• Calculate direct costs based on estimated man-hours by Design Departments / Sections

• Bachelor’s Degree in Civil Engineering
• Knowledge of all aspects of proposal development including technical and commercial proposals
• Strong organization and time management skills
• Excellent estimation and scheduling skills
• Excellent technical writing skills
• Strong communication skills
• Strong interpersonal and leadership skills
• Proficiency in spoken and written English and Arabic

Specific Experience Required to Execute this Role
• 8+ years of experience in engineering consultancy firm
• Minimum 3 years of experience in proposal development preferably in Water & Environment projects
• Experience within the Middle East
