Job description / Role

Employment: Full Time

Responsibilities

• Works at the highest levels with Host railroad Passenger Officers and Engineering planners to ensure timely notification and clear project parameters of those railroads’ track work.
• Actively engages appropriate divisional and system resources from all crafts and functions to create a team capable of executing the various planning stages necessary for successful recovery from highly intrusive track work projects. This includes Scheduling, Crew manipulations and aiding local planning to create useful documents and instructions.
• Ensures that Amtrak’s state partners are consulted appropriately and involved during the planning of projects that affect them.
• Protects and promotes Amtrak’s Host Railroad Group’s agenda when dealing with host railroads. This includes utilizing HRG policies during negotiations in order to minimize costs.
• Creates and disseminates clear advisories and updates to guide employees in the execution of operating plans. Also provides timely and useful summaries to Employee and Customer Communications and Media Relations to ensure the accuracy of their releases and documents.
• Provides real-time follow-up to protect the success of recovery plans and to measure the impact to customers, ensuring that lessons learned are advanced for future consideration.
• Coordinates with Host RR to help administer PRIIA Section 207 guidelines for host railroad delay allowances for major track work projects.
• Coordinates company-wide response among division forces, CNOC services, host railroads and Executive staff during service disruptions and disseminates timely information thereon.
• Participates on daily Eastern Region conference call with Division representatives to examine timely Safety issues, access previous days’ operational efficiency and customer service as well as creates team approach to solve day-to-day operational challenges.
• Facilitates internal Capital Program projects within the realm of customer impact, Safety, work train support and Scheduling.
• Directly controls rail-based supply and support of capital projects and major construction initiatives annually, with an average annual budget.
• Identifies the need for and participates in negotiations to procure appropriate equipment leases when owned equipment cannot physically or practically support planned internal projects.
• Takes leadership role in specifying future freight equipment acquisitions based on long-term production forecasts and analysis of existing assets.
• Works with IT personnel, division management and Contract Operations to ensure the integrity, accuracy and usefulness of the OTP system, as well as contributing to keeping it up-to-date.
