Employment: Full Time

Director of the Department of Procurement - Contract and Grant Administration

Responsibilities:
• Oversight of the procurement process from Request for Proposal to contract award, performance, compliance and closeout
• Review of all legal and quasi-legal contracts, Memorandum of Understanding (MOU), procurement documents, agreements, determinations and awards to be issued
• Full contract reviews
• Contract exception negotiations (with legal interaction and support); contract dispute resolution, and attendance at procurement related meetings, such as pre-proposal conferences, final evaluation meetings and all debriefings
• Monitoring grant administration and reporting
• Ensure timely MBE administration and reporting; ensure procurement and departmental audit compliance
• Ensure overall effective administration of the DPCGA, including management of the department budget
• Administration of the Purchasing Card program (P-card)
• Operation and administration of the warehouse, fixed asset and inventory functions
• Administration of the AOC fleet assets and functions
• Daily general oversight of the Deputy Director of Procurement, Contract and Grant Administration, the Warehouse and Fixed Asset Manager, the Travel Coordinator, the Fleet Administrator, the MBE Liaison, and the Grant Administrator
• In cooperation with the legal department, the Director also reviews and updates all DPCGA policies, procedures and templates
• Overseas any instructional trainings provided by the DPCGA
• Works with the Communications Department to ensure the DPCGA websites are current
• Stays informed about and implements new legislation and best practices
• The director develops and presents to senior management and groups as needed
• This position reports to the Assistant Administrator of the Operations Division
• Performs other duties as assigned

Requirements

• Ten years of progressively increased supervisory or management responsibility and experience involving public procurement duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions.

Education Requirements:
• Bachelor’s degree from an accredited college or university

Special Requirements:
• Professional procurement work as described above may be substituted on a year for year basis for up to four years of the required education

Preferred:
• Preferred experience with Maryland state government procurement, legal tenets, and processes. Experience with PeopleSoft, SharePoint and similar software aids

Skills and Abilities:
• Ability to maintain excellent managerial and organizational skills
• Ability to manage multiple tasks and competing priorities
• Knowledge of the public procurement process, best practices and procedures
• Ability to perform math functions including percentages
• Ability to demonstrate good analytical and planning skills
• Ability to prepare and review contract documents
• Ability to communicate in a professional and tactful manner within and outside of the department
• Ability to create presentations and present to a professional group
• Ability to interpret procurement documents and regulations, discern conflicting language, and anticipate potential problems
• Ability to resolve contract disputes
• Ability to follow directions, policies and procedures
• Ability to use a personal computer and software
• Ability to work independently and meet deadlines
• Ability to perform all duties as assigned
