Overview:
The prevention of unlawful interference with regards to aviation operations at Karbala International Airport within Iraq, and the provision of aviation and protective security services based on the policy guidance contained in the Standards and Recommended Practices of ICAO Annex 17, ICAO Doc 8973 and the ICAA National Civil Aviation Security Program (NCASP).

Job specification:
The post holder is responsible for managing the Aviation Security Operational Support teams daily, and supporting the Aviation Security Operations Manager in the Day-to-Day management of the security operation. This is a key role and includes managing aviation security protocols, staff development, ensuring compliance with international security standards, and ensuring that training, infrastructure, processes, and equipment for the security environment, are ‘Fit for Purpose’ and allow for effective operational delivery. A solid knowledge of performance management tools and techniques is vital, along with the ability to forge relationships with peers and customers.

Key Areas of Responsibility:
- Leadership: Lead and manage the Security Support Operations and its team of staff members.
- Security provision: Develop, maintain and implement security operational support procedures & processes that reflect all aspects of security provision to the airport - this requires liaison and coordination across all elements of the AvSec Operations Department.
- Coordination: Co-ordinate the Training Delivery Programs that produce the Operational Capability for the Security Teams across the airport. Ensure that these meet the requisite standards directed by the Airport Director and Airport senior management through the Airport Security Committee and are in line with ICAO Annex 17, ICAO Document 8973 Security Manual and the ICAA National Civil Aviation Security Training Program (NCASTP).
- Security devices: Ensure daily management, administration & maintenance of security devices to achieve operational effectiveness.
- Manning: Ensure all Ops Supp posts are manned daily with fully trained, fully uniformed, fully equipped, staff.
- Resources: Responsible for the overall supply of logistical and technical resources to the operational teams.
- Risk Assessments: Conduct risk assessments and update procedures where necessary.
- Risk Reduction: Utilize the Security Management System (SeMS) to identify the root cause for failures and develop mitigating actions to reduce risk.
- Monitoring: Monitoring the Security Operating Procedures (SOPs) and Post Orders for every Operations Support position, ensuring they remain updated and current.
- Reviews: Review and update Operational Support Regulations, Directives and Bulletins as appropriate for dissemination.
- Inspections & Audits: Conduct internal inspections & audits of operational support processes and records. Assist the Compliance Team in conducting operational audits & ensure corrective action is taken to ensure findings are resolved and closed out.
- Qualifications & Certifications: Oversee staffing qualifications/certifications and ensure required levels are maintained.
- Guidance: Assist in the review of security training and provide guidance to Training Instructors.
- Regulations & Standards: Demonstrate excellent knowledge of all pertinent security regulations and recommended standard operating procedures.
- Customer Service: Ensure that the highest customer service is delivered, cost effectively and consistently.
- Management & Succession Planning: Support and develop all aspects of management, staff motivation and ensure succession planning of the management team.
- Code of Conduct: Make sure all disciplinary, grievance and customer complaints are dealt with promptly and in accordance with the Code of Conduct.
- Regulatory Aspects: Ensure that all processes are compliant with legislative and ICAO/ICAA requirements.
- Meetings: Attend regular meetings on behalf of the Aviation Security Operations Manager as directed.
- Deputizing: Fill the role and associated responsibilities of the Aviation Security Operations Manager in the absence on vacation and/or other external visits of the primary incumbent.

Requirements:

- National Level 3 AvSec Manager or equivalent (essential)
- Project Management Professional or equivalent (essential)
- Managing Safely (IOSH) or equivalent (essential)
- ICAO AvSec PMC (desirable)
- Foundation Degree or Diploma or equivalent (desirable)
- Minimum of 7 years in a senior management role with good project management.
- Experience of operating in post conflict & low infrastructure multicultural environments.
- Minimum of 3 years working within an airport environment.

Salary:
USD 6,000 to 7,000 per month inclusive of fixed allowances.
