Responsibilities

Wood is currently recruiting for an Instrument & Metering Engineer (Local National) to join its Iraq business unit focusing on supporting operation and maintenance as SME for Crude Oil Custody Transfer Metering (Measurement) system for a major onshore brownfield project in Basra, Iraq. This is a full-time onsite position in Basra, Iraq with travel requirements.

Key objectives

Key accountabilities and responsibilities:

• Support operation and maintenance as SME for Crude Oil Custody Transfer Metering (Measurement) system, ensuring client metering system compliance to client custody transfer protocol including but not limited to metering system calibration and verification.
• Deliver engineering solutions for small modifications, improvements, or upgrade projects and work closely with I&C maintenance for metering system troubleshooting support if needed.
• Develop programs to improve metering system equipment reliability at client field.

Shall be responsible for, but not limited to, the following:

• Serve as subject matter expert and champion for client crude oil metering systems, especially Khrone Crude Oil Ultrasonic Metering System.
• Client custody transfer protocol compliance stewardship.
• Leadership in measurement-related activities, troubleshooting efforts, root cause failure analyses, and risk analysis.
• Leadership in the development of measurement-related maintenance programs including risk-based maintenance planning, corrective work planning and execution, and critical spares identification.
• Oversee metering system calibration and verification activities schedule.
• Interface and align with client on measurement-related activities. Written and oral communication with client.
• Train and mentor client engineers in the area of measurement.
• Develop and update measurement-related engineering tools, guides, and specifications/protocol as required.
• Support inspection and testing activities at vendor shops and worksites.
• Participate in measurement-related risk assessments.
• Support/lead periodic audits and/or timely closure of audit items.
• Identify any obsolete metering system equipment and plan forward for upgrade.
• Identify metering system required improvements to bring more reliable systems.
• Maintain metering system non-conformance tracking list.
• Maintain and follow up on RCFA action items.
• Interface with project team to provide input/lessons learned related to metering system during new project development.
• Interface with operation readiness for new projects that will come to operation, ensuring new projects have been delivered as per standard, measurement equipment register, and PM program has been updated.
• Responsible to provide technical support in procurement of metering system equipment/materials when required.
• Responsible for coordination and communication with other disciplines, as metering system focal point.
• Support ST Manager and Integrity, Reliability & Measurement Section Head in any special assignment.

Expected:

• Bachelor's degree in Instrument or Control Engineering or related field.
• Master's degree in Instrument, Control System or Automation is an advantage but not necessary.
• Professional certificate by accredited bodies/associations is an advantage but not necessary.
• Minimum of 7+ years of experience in onshore upstream oil & gas plant and/or petrochemical and/or refinery industry as metering system engineer.
• Strong experience in surface technical engineering and some maintenance.
• Experience in Khrone Crude Oil Ultrasonic Metering System is an advantage.
• Experience in liquid ultrasonic flow meter calibration and verification.
• Knowledge and understanding of oil and gas upstream processes and facilities.

Skills:

• Must have a good understanding and knowledge of upstream oil & gas onshore processing and facilities.
• Must have extensive knowledge of crude oil metering systems in onshore oil & gas plants, especially with Khrone Crude Oil Ultrasonic Metering System.
• Conversant with ASME/ANSI, API MPMS, ATEX, AGA, and other international codes and standards applicable for metering system design.
• Good command of written and spoken English.
• Excellent communication and presentation skills, coordination and organizing skills with the ability to work with minimal supervision, strong focus on goals, and liaise effectively and efficiently with other team members within/outside the department.
• Demonstrate a high level of interpersonal skills and integrity.
• Stakeholder management skills - proven ability to build strong working relationships with internal and external parties.
