JOB DUTIES

Achieves Customers satisfaction through improving and managing the Customer Services, Meter Reading and Bill Collection while providing problem solving personnel; he shall:

-Responsible for daily operational management of the Billing and Meter Reading Units and related functions
-Responsible for the development and implementation of meter reading schedules, coordinating the detection of theft of service, the coordination of the meter re-inspection function as part of an overall revenue enforcement program, and the development of new procedures and methodologies to ensure the accuracy and efficiency of meter readings
-Contact with departmental administrators, utilities, and community groups and supervision of a large staff through subordinate supervisors are significant aspects of the work
-Manage and supervise accounts receivable, credit and collections department
-Identify issues related to delay in receipt of billing
-Monitor billing collection processes to determine improvement opportunities and encourage team based on their achievement
-Develop and maintain procedures for efficient and accurate processing in meter reading and bills collection
-Manage the paper / document flow related to billing collection and meter reading, including but not limited to: correlation, forwarding, and follow-up of records and registration information
-Plan, assign and review the work of subordinate meter reading supervisors; assure adequate coverage of all districts so that meters are read on schedule; develop, implement, and maintain an effective route structure for meter reading; assign special readings and investigations resulting from complaints and requests for information by customers; develop and coordinate programs for reading categories of specialized accounts; and review meter reading adjustment orders
-Direct, through subordinate supervisors, an electronic meter reading computer center responsible for data input and referral, maintenance and training duties pertaining to electronic hand-held meter reading equipment; review and revise procedures in response to new technological developments
-Develop procedures for the servicing of special accounts such as governmental agencies, public utilities, or large business firms which use Water as a principal source of raw material in their daily processes
-Develop procedures governing the establishment and maintenance of a training program in meter reading, Bills Collection, detection of theft of service, work safety, supervisory techniques and customer relations for subordinates;
-Prepare comprehensive, periodic, and special management reports pertaining to project activities, cost and productivity
-Manage the development and implementation of meter reading schedules, theft detection, meter re-inspection
-Maximize customer operational performance by providing help desk resources and technical advice; resolving problems; disseminating advisories and warnings
-Improve customer services quality results by studying, evaluating, and re-designing processes; establishing and communicating service metrics; monitoring and analyzing results and implementing changes
-Determine customer services requirements by maintaining contact with customers; visiting operational environments; conducting surveys; forming focus groups; bench-marking best practices; analyzing information and applications
-Achieve customer services objectives by contributing customer service information and recommendations to strategic plans and reviews; preparing and completing action plans
-Accomplish customer service human resource objectives by following a well-structured recruitment and employee retention processes and enforcing policies and procedures
-Manage the Customer Billing and Collection Function of the Company, ensuring that bill payments reflect the electricity consumed by customers and that billing reconciliation is complete related to installation, connections, disconnections, and change in services and/or customer complaints
-Work to reduce non-technical losses and optimize revenue collections in the service area to meet the target KPIs
-Assure the accuracy of the accounting and financial records
-Monitor billing collection processes to determine improvement opportunities and encourage team based on their achievement. -Evaluate individual and team performance, identify areas for improvement, and make recommendations to team members
-Manage the workflow related to billing collection and meter reading, including but not limited to; correlation, forwarding, and follow-up of records and registration information
-Plan, assign and review the work of meter reading and bill collection supervisors
-Develop procedures for the servicing special accounts such as governmental agencies, public utilities, or large business firms which use electrical as a principal source of raw material in their manufacturing processes
-Develop and recommend the strategic direction to be taken for billing & collection by identifying and assessing alternative billing and collection options
-Supervise the preparation of the annual budget and overall business plan for billing and collection

Requirements

-University degree in Business or Computer Science or Electrical Engineering or Civil Engineering or Computer Engineering. An MBA is highly desirable
-Between 8 to 10 years business experience leading a billing and collection function
-Experience working in an accounting function also required
-Supervisory experience required
-Particularly written & spoken English & Arabic are required
-Sound business judgment required and possess strong communication skills
-Good listening skills needed along with report writing abilities
-Working knowledge of MS applications
