Job description / Role

Employment: Full Time

To support the HSSE Department in establishing and monitoring HSSE operational plans and comprehensive capital spending plans. Monitor and report on costs, improving cost efficiencies, managing materials inventory and record keeping, to ensure achievement of department and business objectives and within the approved annual budget. In addition, take a leading role in strategic planning, monitoring and reporting on HSE Performance.

Cost Control
• Perform a leading role in preparing HSE’s budget. Monitor OPEX and CAPEX of HSE department.
• Preparation of comprehensive project scheduling and cost control for short- and long-term projects.
• Prepare and submit the monthly BPR reports to Planning Department to ensure that expenditures are kept within the project budget, ensuring the integrity of the database, and forecasting reports.
• Prepare project/contract schedules based on defined project execution philosophies
• Maintain and update schedules and forecasts to reflect the project changes and trends.
• Generate graphics including Gantt charts, activity network diagrams, time-scaled logic diagrams, and histograms as and when required.
• Chair the monthly HSE budget performance review meetings and advice each contract holder on variances to the forecasted expenditure report.
• Maintain a HSE department contract performance database to monitor the total spend against the contract value and initiate internal requests for retendering as and when needed.
• Take a leading role in the development of HSE Department WP&B with detailed justification for each line item.
• Prepare all relevant slide presentations and reports for internal/ External review by KEBL and JMC
• Ensure accurate reporting and tracking of invoices and maintain a standardized recording and archiving system.
• Conducting cost analysis, cost control and monitoring of monthly Capex/Opex accruals/VOWD for HSE department.
• Ensure that all procurement packages have been assigned a Budget, correctly cost coded (WBS) and that the total assigned Budget for all packages is in balance with the total department budget.
• Providing budget and administration support and internal controls within the Department and to interface between Finance, Planning and the various Departments for the consolidation of the department budget.
• Prepare and update the HSE Master Schedule to the Planning Department on a monthly cycle including, objectives, success factors and project status.
• Facilitate the preparation of new contracts including Contract Strategy papers and/or contract variation.
• Responsible to control and monitor HSSE Department’s total expenditure including verifying and checking of invoices and claims from suppliers, vendors, and subcontractors to ensure that all project expenditures are captured and properly recorded.
• Perform commercial review for (subcontractor’s quotations) for the preparation of service agreements.
• Department focal point for project management system (SAP) to monitor the status of all purchases, invoicing, and delivery up.

HSE Performance Monitoring & Reporting
• Regularly maintain comprehensive and up to date management of HSE database related to the KPIs and objectives of HSE team's performance contract and yearly HSE plan.
• Ensure that HSE Management Assurance Plan for audits and inspections is in place and being implemented as per defined schedule.
• Regularly maintain action closure status and pending incident investigation status at defined frequencies, weekly, monthly, quarterly, and yearly.
• Collate safety inputs from relevant teams & contractors for monitoring HSE performance.
• Qualitative and quantitative analyses of HSE data/statistics, of incidents reporting, investigation, and their subsequent actions closure.
• Ensures timely identification of emerging themes and trends for interventions arising from Audits, Site Visits, incidents etc.
• Plan, support & drive continuous improvement in HSE performance
• Develop & assist in the implementation of Risk Based HSE Audit Program.
• Track the completion of actions, assigned to responsible Risk owners in HSE Risk Matrix & Mitigation Plan.
• Support the HSE Manager in generating HSE performance review reports for the Executive Leadership.
• Develop and implement HSE related training plan for the organization and respective contractors
• Analyze, develop, and share appropriate reports and management information that track and monitor asset performance and enable effective executive decision-making.

People Management
• Contribute to knowledge dissemination/sharing in a way that assists with building internal capabilities of employees where applicable and maximize their effective performance.
Information Management
• Oversee effective data collection, information management and reporting on all HSSE related activities to support decision making.

Planning and Operations Improvement
• Support/ lead benchmarking programs to ensure that the HSSE operations are aligned to the industry best practices and regulations and identify any areas for improvement for management decision making.
Policies, Systems, Processes and Procedures
• Contribute to the development and implementation of the Block 9’s policies, systems, processes and procedures, identifying potential areas of improvement, to support an efficient and effective operation.
• Ensure compliance with corporate requirements on adherence to policies, procedures and instructions within own area related to all relevant regulatory directives to promote a safe and risk-free environment.

Health, Security, Safety and Environment
• Ensure compliance with all relevant health, security, safety and environmental management policies, procedures and controls within own area, monitoring, reviewing, and evaluating on a continuous basis, to guarantee employee safety, legislative compliance, delivery of high-quality service and a responsible environmental attitude.

Reporting
• Ensure proper reconciliation of financial project data with the accounting ledgers and that all cost reports are accurate, complete, and delivered in a timely manner.

Requirements

Minimum Qualifications:
• Bachelor’s degree in an Engineering field or equivalent related to job requirement, or relevant diploma in HSE and financial studies.

Minimum Experience:
• Minimum 8 years oil and gas industry experience in the HSE planning and performance management

Technical:
• Possesses reasonable knowledge and understanding of international HSE legislative frameworks such as OSHA, HSE (UK) and industry best practices.
• Knowledge of HSSE
• Skilled in identifying project critical paths and project milestones.
• Strong Knowledge of finance, accounting, budgeting, and cost control principles.
• Understanding of contract requirements and financing arrangements
• Knowledge of relevant computer applications needed to accomplish tasks including SAP.
