Project Manager (Water Fee Collection Project)

Job description / Role

PROJECT DESCRIPTION

The Ministry of Municipalities and Tourism/ Directorate of Water and Sanitation would like to implement the “Systematical Water Fee Collection” project; the goal behind is to increase revenue, collect metering charges in a specific timeframe, decrease the wasting water, solve water shortage, increase water supply time and ensure fairness in water billing charges. The project shall be implemented throughout the Kurdistan Region including cities, administrations, towns (large and small), residential compounds and villages. This project is divided into the following zones:

1- Zone (1) One/ Erbil Governorate
2- Zone (2) Two/ Sulaimaniah Governorate
3- Zone (3) Three/ Duhok Governorate
4- Zone (4) Four/ Halabja Governorate

The Project Manager is the project leader and main contact point with the client; he should as part of the overall management of the project.

KEY RESPONSIBILITIES

- Prepare the Project’s Capability Statement (scope and timeframe)
- Develop, Monitor and Control the annual work programs and budgets for the group in line with the Project’s business strategy and priorities
- Elaborate, jointly with the Project Planner and other Managers the Project Schedule including the Resource Deployment and Cash Flow
- Monitor closely the overall project KPI’s and take necessary corrective measures (if any)
- Develop annual/quarterly performance measures and targets for the group, and report against these, report financial results and performance against plan.
- Manage and supervise the daily operations including management of a group of customer services agents, Bill Collectors and Accountants.
- Manage processes related to site audit and inspections
- Identify and recommend technical training and guidance to the project activities
- Manage ongoing investigation and analysis of revenue management identifying opportunities to improve the collection rate
- On-call on a 24/7 basis to occasionally respond to urgent operational issues

OVERSEE AND APPROVE

- The Meter Reading, Bill Collection and Revenue Management Plans and procedures
- The preparation of the annual Revenue Management plan and monitors its execution
- Progress Reports and Invoices
- Project QMS
- Report to the executive management and board

Requirements

QUALIFICATION, TECHNICAL SKILLS, AND COMPETENCIES REQUIRED TO EXECUTE THIS ROLE

- Bachelor Degree in Engineering or Computer Science/Engineering
- Project Management Certificate is a must
- MBA is preferred
- Knowledge in Utility Management Software
- Strong budget management skills
- Strong analytical and problem-solving capabilities
- Good understanding of quality control and risk management
- Good communication skills
- Good interpersonal and leadership skills
- Ability to elicit cooperation from a wide variety of stakeholders, including senior management, clients and various departments
- Proficiency in spoken and written English and Arabic

EXPERIENCE REQUIRED TO EXECUTE THIS ROLE

- 12+ years of business experience in utility business with a minimum of 7 years in management experience
- Experience in a regulated environment
- Field experience is desirable
