Job specification:
The post holder is responsible for the daily supervision of the GroundSec Training Team, and in ensuring that GroundSec staff are well-trained and capable of performing their duties efficiently and safely. This role includes assisting the Deputy Training & Standards Manager in designing and delivering security training programs, syllabuses and tailored lesson plans to airport personnel, ensuring compliance with international security standards - specifically the Regulatory requirements of ICAO Document 8973 Aviation Security and the ICAA National Civil Aviation Security Training Program (NCASTP. It includes conducting 6-monthly range shoots for GroundSec personnel, continuous assessment and improvement of security training procedures and implementing various training methods and best practice to develop and enhance staff skills and performance.
Key Areas of Responsibility:
- Regulatory requirements: Demonstrate excellent knowledge of all pertinent security regulations and standard operating procedures, the training requirements of the ICAO Document 8973 Security Manual, the ICAA National Civil Aviation Security Training Program (NCASTP) and Ministry of Interior (MOI) Rules of Engagement.
- Lesson Plan, Courses & Range Shoots: Develop and deliver comprehensive ground security training programs, including lesson plans, exercises and instructional materials for all identified training courses – specifically the core security courses of Ground Security Officer (GSO), Ramp Security Officer (RSO), Incident Response, First Aid, and the requisite 6-monthly Range Shoots for all Ground Security Staff.
- Course Design, Development & Delivery: Organize and prepare all courses to international standards, quality check content against stated learning objectives, then ensure delivery by the Ground Sec training instructors in the national language of Iraq or, when in English, with an Iraqi instructor present as translator. (Ensure all courses, lesson plans, examinations are written in Arabic and English). Additionally, conduct training sessions for ground security personnel, ensuring participants are well-versed in security protocols and procedures.
- Instructional Design: Apply instructional design methodologies to improve training effectiveness and job performance.
- On-Boarding Induction: Conduct effective induction and orientation sessions for all new security hires.
- Updating Course Content: Keeping training materials up to date with the latest security threats, technologies, and industry best practices.
- Staff Availability: Ensure sufficient qualified staff are available to plan, perform, supervise, examine & assess students.
- Examinations: Ensure that all courses and examinations are delivered to the standard, content and required level of knowledge; that examination results are properly evaluated & appropriate remedial action initiated where necessary.
- Course Certification: Issue course certificates to successful candidates after course completion.
- Maintaining Records: Maintain accurate records of all training activities, certifications, and employee progress and ensure that staff and training records are properly filed and secured in accordance with Training Manual procedures.
- Recurrent/Refresher Training: Ensure staff development and Annual Recurrent/refresher training is undertaken and fully recorded as required by ICAO Doc 8973, ICAA NCASTP and Training Manual procedures.
- Incident Response Training: Educating staff on how to handle various security incidents, from minor infractions to serious breaches.
- Methods: Deploy a wide variety of interactive and hands-on training methods, such as simulations and role playing, using visual exercises, varying incident scenarios, and table top exercises, to make learning more engaging & practical.
- Workshops: Assist in the organization of AvSec workshops and seminars to meet the practical aspects of training needs and staff development.
- Mentorship: Providing ongoing mentorship and support to ground security staff to reinforce learning and operational excellence.
- Assess & Evaluate Performance: Conduct assessments and evaluations to measure the performance and knowledge of trainees.
- Currency: Keep current with the latest developments, training trends and industry best practices in airport operations, security regulations, and training methodologies to ensure that the training syllabuses are current and effective.
- Reviews: Assist in the review of security training and provide guidance and assistance to GroundSec Training Instructors.
Requirements:
Education:
- National Security Instructor or equivalent (essential)
- Ground Security Supervisor (essential)
- Range Conducting Officer (SAB90) or equivalent (essential)
- Managing Safely (IOSH) or equivalent (desirable)
- Foundation Degree or Diploma or equivalent (essential)
Experience:
- Applicant should preferably have a military background. Minimum of 2 years in a Senior Ground Sec training instructor role and 5 years as an instructor with domestic (essential) and international (desirable) experience. Minimum of 7 years working within an airport and/or other physical security-based establishment.
Computer skills:
- Microsoft Office - specifically Excel, Word, PowerPoint
Language skills:
- English (essential), Arabic (essential)
Salary:
USD
800 to 1,600
per month inclusive of fixed allowances.
