Overview:
The prevention of unlawful interference with regards to aviation operations at Karbala International Airport within Iraq, and the provision of aviation and protective security services based on the policy guidance contained in the Standards and Recommended Practices of ICAO Annex 17, ICAO Doc 8973, and the ICAA National Civil Aviation Security Program (NCASP).
Job specification:
The post holder is responsible for the daily management of the AvSec & GroundSec Training Team, and in ensuring that airport security staff are well-trained and capable of performing their duties efficiently and safely. This is a key role and includes managing the full parameters of the training program to ensure that all training processes are ‘Fit for Purpose’ and allow for effective operational delivery. Furthermore, that all Departmental security staff are fully trained, certified and compliant with international security standards – specifically the Regulatory requirements of ICAO Document 8973 Aviation Security and the ICAA National Civil Aviation Security Training Program (NCASTP). This includes identifying and assessing both AvSec and GroundSec training needs, creating the airport security training manual, associated training program, tailored training plans and implementing various training methods and best practice to develop and enhance staff skills and performance. A solid knowledge of training performance management tools, techniques and utilising ‘state of the art’ technology, is vital.
Key Areas of Responsibility:
- Regulatory requirements: Demonstrate excellent knowledge of all pertinent security regulations and standard operating procedures, the training requirements of the ICAO Document 8973 Security Manual, ICAA National Civil Aviation Security Training Program (NCASTP) and Ministry of Interior (MOI) Rules of Engagement.
- Develop Training Manual/Programs: Develop, produce, co-ordinate and periodically review the security training manual and the training delivery programs that produce the operational capability for the security teams across the airport. Ensure that these meet the airport security needs, and are fully compliant with ICAO Annex 17, ICAO Doc 8973 and the ICAA NCASTP.
- Certification & Licensing: Liaise closely with the ICAA Training & Licensing Department to ensure that the training team and training programs are annually certified and licensed.
- Lesson Plans & Courses: Oversee the development of comprehensive lesson plans for all identified training courses – specifically the core security courses of Airport Security Officer (ASO), Screening Security Officer (SSO), Ground Security Officer (GSO), Ramp Security Officer (RSO), Weapon Handling, Supervisor, Manager, and for all airport staff General Security Awareness Training (GSAT). Additionally, First Responder, Customer service and Basic First Aid.
- On-Boarding: Conduct effective induction and orientation sessions for all new security hires.
- Staff Availability: Ensure sufficient qualified staff are available to plan, perform, supervise, examine & assess students.
- Course Design, Development & Delivery: Ensure that all courses are written to international standards, quality checked against stated learning objectives, then developed and delivered by the training team in the national language of Iraq or, when in English, with an Iraqi instructor present as translator. (Ensure all courses, lesson plans, examinations are written in Arabic and English).
- Examinations: Ensure that all courses and examinations are delivered to the standard, content and required level of knowledge; that examination results are properly evaluated & appropriate remedial action initiated where necessary.
- Course Certification: Issue course certificates to successful candidates after course completion.
- Maintaining Records: Maintain accurate records of all training activities, certifications, and employee progress and ensure that staff and training records are properly filed and secured in accordance with Training Manual procedures.
- Recurrent/Refresher Training: Ensure staff development and Annual Recurrent/refresher training is undertaken and fully recorded as required by ICAO Doc 8973, ICAA NCASTP and Training Manual procedures.
- Effectiveness: Monitor & Evaluate training program effectiveness through feedback, performance metrics and
- continuous improvement initiatives. Assess success and Return on Investment (ROI) periodically and report on them.
- Methods: Deploy a wide variety of interactive and hands-on training methods, such as simulations and role playing, using visual exercises, varying incident scenarios, and table top exercises, to make learning more engaging & practical.
- Workshops: Organize workshops and seminars to meet the practical aspects of training needs and staff development.
- Training Needs: Identify and assess future and current staff training needs through job analysis, career paths, annual performance appraisals and consultation with line managers.
- Budget Management: Liaise closely with the Airport Finance Director and manage the budget for training programs, including costs for materials, external trainers, other resources to ensure that these are used efficiently & effectively.
- External courses: Provide opportunities for ongoing development including the benefits of external courses relevant to airport security operations and continuous improvement of staff, with internationally recognized regulatory & training bodies.
- Resolution: Resolve any specific problems and tailor training programs as necessary.
- Currency: Maintain currency with the latest developments, training trends and best practices in airport operations, security regulations, and training methodologies to ensure that the training programs are current and effective.
- Reviews: Assist in the review of security training and provide guidance and assistance to Training Instructors.
- Training Team Assessments: Ensure instructors, examiners and assessors are fully trained and assessed regularly for competence and that all records pertaining to these personnel are kept current.
Requirements:
- ICAO National Security Instructor or equivalent (essential)
- ICAO AvSec Train Air Plus (essential)
- Train the Trainer (essential)
- Managing Safely (IOSH) or equivalent (essential)
- AvSec Manager (desirable)
- Foundation Degree or Diploma or equivalent (desirable)
- Minimum of 7 years in a senior aviation training management role with domestic and international experience.
- Experience of operating in post conflict & low infrastructure multicultural environments.
- Minimum of 10 years working within an airport and/or airline environment.
Salary:
USD
5,000 to 6,500
per month inclusive of fixed allowances.
