Senior Engineer -Telecom IP & Transmission Planning / Fast Telco Subsidiary of Ooredoo Kuw

The Company:

The Role:

- To contribute technical plan expertise and participate in the transmission planning team for project managing development of Ooredoo-Kuwait's network including IP/ MPLS/ DWDM technology and IP evolution realization to support technological roadmap.
- Performs professional engineering work of considerable difficulty requiring multi-disciplined technical engineering capabilities in the planning and design of telecom projects, capital improvements and technical projects. Complete the largest and most complex engineering projects and function either as advanced specialists by independently completing assignments which involve multi-disciplined technical engineering duties but do not involve providing work direction to other staff.
- The Principal Level is the advanced specialist. It differs from Senior Engineer in that it references positions that function as specialists responsible for advanced, non-managerial technical duties.

Key Accountabilities & Activities:

Network Planning:

- Timely upgrade of the Network Backbone and related Network components carrying Customer traffic and other Production traffics. This includes performance monitoring, reporting, planning expansion of related network elements and timely procurement & deployment.
- Core Backbone planning mission critical platforms between multiple geographical areas. This includes Infrastructure for backbone IP/MPLS, DWDM, SDH, IP LAN backbones at Core locations, Wireless/Wifi networking, LAN, WAN and office network.
- Planning Backhaul networking for Ooredoo-Kuwait Remote RAN Networks including SRAN elements, legacy BSS networks for RAN 2G/3G/LTE and, related Radio technologies, MW transmission, POS (Point Of Sale), B2B and customer Networks to facilitate Traffic Transporting, Monitoring, and any Business requirements.
- Planning of network expansion to include Core, Aggregation and Access hubs, OFC layout to new hubs, equipment & network integration, and migration of services and radio sites to new hubs. Planning OFC ring layout during expansion and allocation of OFC for various projects.
- Plan and design redundancy and resiliency of major networks to provide telecom grade services with 99.999% availability.
- Plan, design and set procedures to eliminate single points of failure to backbone networks and all mission critical components and services. Ensure effective and immediate backup facility in the event of system and network failures.
- Assess network and system performance. Identify opportunities for network and system optimization, development and upgrades that extend and exploit the full potential of Ooredoo-Kuwait existing technological capability
Meet quality and performance KPI with supporting documents.

Integration Planning:

- Plan L2/L3 integration for all server & service platforms including and not limited to PS Core, CS Core, VAS, IT, Billing, management systems, Corporate and Enterprise, RAN networks, MW transport with optimal IP Planning and usage of network resources, VLANs, VRFs, L3-VPNs, pseudo-wires and related networking resources required for solution integrations.
- Plan secure hosting for Servers and solutions platforms as per the directions of the Security Model, and maintaining isolation of security zones and accessibility between the Internet, DMZ, DMZ2, Inside (VAS) and Core (Billing) segments.
- Plan the IP MPLS Backbone as the prime transmission network for communication between platforms of the various Security zones and its succeeding upgrades and integrations.

Internet & Public Networks:

- Responsible for Internet Architecture at Ooredoo-Kuwait including planning routing of production traffic between various ISP (Ooredoo-Kuwait contractors) and controlling the presence of Ooredoo-Kuwait traffic on the Internet using BGP (Border Gateway Protocol) and RIPE registered IP allocation and Autonomous System governed and maintained properly through proper documents.
- Coordination with RIPE and/or any Internet/Public Registry for registry related tasks and not limited to IPv4, IPv6, ASN, registry administration and updates.
- Responsible for GRX/IPX network planning as the link and support for providing connectivity to roaming GPRS/HSDPA partners.
- Ooredoo-Kuwait planning traffic control mechanisms for flood-guarding ICMP, RPC, DCOM traffics, other traffic floods and proactively controlling new vulnerability threats and virus outbreaks.

Solutions & RFP:

- Prepare RFP for projects defining detailed scope of work with technical specifications and requirements including HW/SW, spares, test bed items, services & delivery, statement of compliance, Responsibility Matrix. Evaluate technical bids from multiple vendors for proposed hardware and services as per statement of compliance and specified technical requirements.
- Ensuring Network planning contractor compliance with terms and conditions and delivering completed networks on time and to required standards.
- Develop project plans of large, complex, often multi-disciplinary projects requiring substantial coordination with internal user groups, the general public, regulatory agencies, and state. Lead projects throughout the full lifecycle of project delivery including the planning, design, implementation, testing, optimization and hand-over phases.
- Develops scope of services and other non-standard provisions of RFPs and consultant contracts.
- Reviews plans, and review documents for technical accuracy and relationship to Company projections, policies and plans.
- Maintain proper updated documentation and history for plan, design and diagram of IP & Transmission related networks and connectivity integration plans with IP/Ethernet networks. This includes and is not limited to design (Basis of design, HLD, LLD), Implementation plan (NIP, MoP), Acceptance docs (NRFU) documents their review and maintenance.
- Keep abreast with newer technology, roadmap, and prepare the network to meet the future challenges
- Accomplish delivery of projects in a timely manner and follow up on progress of activities.

Procurement & Purchase:

- Procurement of network elements and services needed to fulfil business projects, and follow up on all stages from initiation to delivery/implementation ensuring sound process for purchase and usage.
- Budget & Control: Provide budgetary inputs (3YBP & AOP) taking into account future network requirements, Business forecasts and objectives, strategic enhancements.
- Identify and implement measures to keep the projects within budget and on schedule.
- Responsible for developing cost analyses, design considerations, and implementation time-lines.
- Provides input for the development of capital, 3 year Business plan and Annual Operational budget plan ensuring adequate provision has been made for the funding of all planned activities.

Process & Procedure:

- Audit & Standards Compliance - Internal Audit, Security Governance, QI recommendations and standards compliance. This includes drafting processes and planning Network architecture Upgrades based on Audit & standards compliance.
- Comply with departmental Administrative tasks including and not limited to:
- Apply appropriate processes on Requisition Documents for New Requests, PoC, Product Evaluation, ATP and other Planning tasks. All actions must be auditable. Keep track of Purchase Status and Invoice Payment and maintain updated records
- Apply agreed Change Management Procedures, Work Orders & CRs with auditable actions
- Timely updating of reports & Registers (Activity Report, Issue Register & Weekly Reports, Network Performance WR)
- Apply Purchase procedure during its Lifecycle including follow up appropriately on CAPEX & Status with related procurement teams, and with vendor upon release of PO until equipment delivery.
- Abide and uphold department policy, process and procedures
- Timely Escalation of problems, concerns, delays and any expected issues
- Network Diagram update for MPLS/SDH backbone & Core locations
- Collaboration for delivery of projects in timely manner
- Provide internal consultation in specialised field and assists in the review of prepared designs.
- Coordinate project activities with other departments and apply directed policies and procedures.
- Provide active support to other Ooredoo in country, Group and OpCos departments.
- Ensure that upper management is informed on all critical issues pertaining to the area responsible for.
- Provides reports, make standard reports and tailor make them where necessary.
- Assists the management in developing and implementing procedures and standards that will provide effective workflows.

Collaboration:

- Coordinate with other departments/ staff in delivering Technology projects efficiently & in a timely manner.
- Provide and manage support on special projects as and when assigned by seniors and superiors.
- Contribute to the motivation of junior staff, providing day to day assistance where necessary.
- Provides leadership in facilitating the activities of the project team. Works with the team and other responsible staff to establish project goals and priorities.

Requirements

Requirements:

- Related professional level engineering in project based IP/MPLS Design/ Engineering/ Maintenance experience, including experience with project management, methods and /techniques.
- Strong knowledge of MS Office applications like Excel, Word etc.
- Preferable experience with telecommunication network elements such as MW, SDH, PoC, IP multimedia Subsystem, Security, etc.
- Knowledge of all engineering principals in areas of functional responsibility.
- Ability to apply diverse knowledge of engineering principles within broad assignments making independent engineering decisions and using advanced engineering techniques and procedures.
- Requires professional judgement and independent evaluation, selection, adaptation and modification of standard engineering techniques, procedures and criteria.
- Knowledge of tools and techniques for planning projects.
- Excellent command of both written and verbal English and Arabic
- Higher level IP certification like CCIE

Qualification:

- Bachelor degree in Electrical/ Telecommunication/ Computer/ Electronics Engineering or related discipline and appropriate registration with a recognized professional institute
