The Role:

Advise Ooredoo Telecom on dealings & Liaising with the Regulator and other relevant bodies (MOC, & CITRA). Influence the development of the regulatory framework in Kuwait; ensure Ooredoo is optimally placed to operate effectively.

Preparation /mobilization to face the upcoming challenges in the telecom market and transformation in the telecom markets (convergence toward a coherent and active/effective Regulatory Regime)and meeting the future telecommunication sector demands

Key Accountabilities & Activities:

- Conduct Statistical analysis &data collection required by governmental bodies (CITRA ,CBK ,ITU,GSMA , CSB,CMA etc.)
- Initiate & control the Site sharing & frame agreement policy, strategy, cost structure and mechanism & Site build regulations and restrictions & future BTS /collocation + SLB
- Validate and verify the final assessment and resolutions of customer complaints from CITRA
- Ensure the mandated requirements for domain blocking /content filtering requirement are fulfilled by the relevant internal departments
- Provide Telecommunication regulatory economics Benchmarking studies, feasibility and evaluations
- Dimensioning for the core expansion with final assessment on the design with MOC,CITRA & Technology to provide the requirements for the network expansion needed for capacity and systems upgrades and provide alternative solution if possible to accommodate the growth in traffic, evaluate the capacity and expansion plans (E1's, STM-1's ..etc.),IXP or other capacity -circuits or voice /data traffic )
- Manage the allocation for new ranges and future requirement (utilization and definition in and out )
- Allocating frequency and spectrum management distribution ,utilization, and minimising/eliminating external/internal interference/overspill using the agreed procedure for cross boarder for 2G & 3G,4G,5G or other future requirements
- Explore the opportunities in privatization & liberalization some of the telecom fields: Fixed network , FTTH , ISP ..etc. and use the optimum and beneficial approach.
- Understand and advise on the regulatory environment and ensure Ooredoo is able to operate with maximum effectiveness within it.
- Engagement with the received public consultations & executive bylaws & regulations received from CITRA ( NBN , unified licensing regime ,MVNO ,competition laws, QoS/KPI's/SLA's ,customer protection , market review study...etc. )and assurance of internal compliance
- Engagement with all governmental and ministries related decrees .Study ,evaluate and assess all telecom decrees that published from the government and ministries ( Mainly CITRA)
- Assurance of Internal & external compliance and adhering the governance process with set guidelines , enforced business policies ,restrictions ,bylaws and regulations & fulfilment of the customer protection bylaws & executive regulations
- Provide support ,consultancy /compliance advice /restrictions for Fast Telco & Fono and risk assessment
- Take the lead on the MNP (Mobile Number portability project and initiate the needed process and policies to ensure proper deployment &post launch issues: general process, violation, escalation procedure ... etc.
- Facilitate ,lobby and align with market players to raise the sector concerns and represent Ooredoo interest
- Main business focal point for government affairs, including developing expertise on lobbying requirements which are related to the telecom sector and industry
- Liaise with Opco's and local operators and engagement with the received public consultations & executive bylaws & regulations received from CITRA ( NBN , unified licensing regime ,MVNO ,competition laws, QoS/KPI's/SLA's ,customer protection , market review study etc. )and assurance of internal compliance
- Push & lobby for separate IGW license to improve the quality of service through monitored, controlled and solid connectivity plan and generate more revenue
- Coordinate and engage with the concerned internal parties and ministries to deliver the procedures, restrictions and policies for any VAS services which have an impact with the general regulations
- Provide expert advice on and keep abreast of developments in the national and international regulatory framework for telecommunications.
- Advise Ooredoo on the regulatory aspects and climate that would affect proposed activities. I.e. describing the "regulatory climate" around issues such. Review emerging strategies and business plans for their regulatory impact and implications and act as a source of expertise and advice on regulatory issues within Ooredoo
- Work with regulatory associates, determine submission and approval requirements and prepare regulatory submissions.
- Assist in the establishment of applicable reports and responses to regulatory authorities. Assist in the negotiation and interaction with regulatory authorities during the development and review process to ensure submission clearance or approval ,
- Participate in the review of publicly disseminated information to minimize regulatory exposure, review product and service claims and preserve confidentiality of applicable product and service information.
- Assist in the establishment of Standard Operation Procedure (SOP's) and systems to track and manage product and service associated events.
- Participate in technical meetings with regulatory advisory authority and government agencies.
- Participate in meetings with local and group operators to discuss all related regulatory ,telecom and other matters
- Contributes in the establishment of contingency plans and strategies to be prepared for new regulations or policies enforced by the Government of the Regulator.
- Develop and maintain a trustful relation with governmental authorities to ensure smooth approval on new projects or roll out plans
- Meet quality and performance KPI with supporting documents.
- Plan and executes strategic decisions developed and adopted by ooredoo Telecom based on the request and guidelines of the CRLO,
- Recommend and develop objectives and implementation strategies according to the available resources and environmental conditions. Ensure that upper management is informed on all critical issues pertaining to the area responsible for
- Get new number ranges to ooredoo to satisfy the need of sales and product management and enable growth and new sales.
- Request for the required frequency and spectrum management Use best way of re-farming ,offloading or shifting the existing frequency)
- Lobby for IGW to improve the quality of service through monitored, controlled and solid connectivity plan and generate more revenue
- Cost modelling and rates review for interconnection agreements
- Supervise the mega projects-for the related scope- such as ( CBK ,Ci-net , licensing regime , digital ID ,site build regulations , regulatory roadmap ..etc.)
- Build & create a clear vision and roadmap strategy for the regulatory body and forecast on the telecom market direction. And provide risk assessment plan for regulatory area with the ability to identify the big picture and construct a plan to incorporate the needed resources and actions from different ooredoo division
- The implementation for the MNP . and ensure having a loyalty program to retain ooredoo customers Make and manage a project plan that covers at least the following topics: Sales plans ,Marketing plans, Technical plans ,Product development, Customer care plans ,Communication plans ,Estimations of competitions moves and alternative ways to deal with them ,Resource plans ,Time tables and Plan how to manage and lead the project
- Proactively take responsibility for self improvement by staying well-informed of developments, knowledge and innovations in relevant field of expertise.
- Budget :Regulatory Annual Opex of approx. -KD 36 Mil excluding the projects
- Other duties as directed by CLRO
- Create and design in-house database for the regulatory guidelines, manual ,information ,projects

Requirements

Qualification/Requirements:

- Bachelor degree in Engineering ,Business, Legal or any correlated filed and appropriate registration with a recognized professional institute
- 7+ years professional experience in telco sector or/and regulatory submissions for Telecommunication Business
- Knowledge of Business legislation, Telecommunication legal environment, interconnection between telecom operators, Telecommunications code
- Ability to operate in a diverse multicultural, multinational work environment, exhibiting appropriate sensitivities
- Good knowledge of MS Office applications like Excel, Word etc.
- Excellent command of both written and verbal Arabic and English
