Job description / Role
A proposal manager is charged with preparing a winning proposal. The proposal manager develops the proposal management plan and manages to that plan. The capture manager owns the deal from initial assignment as the capture manager from transition of a qualified lead to execution of the contract.
Key Duties:
• Support the sales lead/ capture manager by managing and directing proposal preparation, tasks and personnel
• Prepare the proposal management plan
• Transform capture strategy into aligned proposal strategies and themes
• Direct development of the proposal outline, confirm compliance with the bid request and use it as a key proposal configuration and medium.
• Analyze the RFP and allocate proposal requirements against the proposal outline to prepare a compliant and responsive proposal
• Build the proposal compliance matrix and track fulfillment of requirements
• Review storyboards, graphics and section drafts to ensure requirements are adequately addressed within page allocations
• Conduct regular proposal progress status meetings and maintain the proposal schedule.
• Develop pink team (storyboard review) plan for the interim review and internal evaluation of the technical, management, cost and past performance volumes and additional required submittals.
• Direct writing, editing and rewriting efforts to achieve persuasive, customer-focused, clear and concise proposal.
• Work with volume leaders to achieve inter-volume compatibility
• Develop a red team review plan and support the red team review lead
• Asses red team review recommendations with the capture triumvirate and incorporate approved recommendations in to the final proposal
• Direct the proposal coordinator’s configuration control and proposal production activities
• Complete reasonable and normal duties associated with the proposal managers position, as directed by the business development, capture or proposal center managers.
Requirements
• Bachelor’s degree in related subject with a minimum of 5 years’ experience in a similar position
• APMP Certified
• Excellent English skills in both speaking and writing
• Demonstrated experience and thorough understanding of Proposal development process and plan
