JOB DESCRIPTION / ROLE

Employment: Full Time

Job Purpose

Supervise Field work and provide field engineering support to major and minor electrical engineering Projects and oversee, along with the Project Engineer the construction phase of Projects between Project Turn-Over (PTO) and completion of Field work as well as commissioning as per Company procedures, project plans, specifications, codes and contract documents. Provide technical advice and project schedule for construction of the assigned projects.

• Supervise contracted electrical work as per highest standards of workmanship and completion of contracted work within agreed schedule and company procedures.
• Scrutinise drawings and specifications; understand scope, design details and special problems to ensure that contract documents are correct, fully understood and special problems highlighted. Provide field engineering solutions to incorporate design changes necessitated by field conditions and advise Project Engineer to initiate variation orders to cover changes as required. Communicate variation in schedule, materials and workmanship to the Project Engineer, prepare relevant documentation for Project Change Requests and forward for approval as per the schedule of authority and company/ department procedures to ensure that all Variation Purchase Orders are in line with audit requirements
• Issue and approve permits to work after reviewing contract sequence schedules, manpower & specialised tools and equipment requirements, resolve materials availability problems, if any, by seeking requisite approvals and arranging for issue of approved substitute or additional materials or procure material from approved supplier for project progress. Carry out Rigging Studies along with Specialist Rigging Contractor and review Rigging Plans submitted by the contractor before submission to the Rigging Section for approval.
• Prepare documentation for tendering of work amongst term Contractors under Re-measured-Lump sum basis, prepare cost estimate for each work under the referenced PTO, issue tender by communicating with all concerned Contractors and processes the tender including preparation of documentation at various stages for bidding and award.
• Arrange for shutdowns of electrical power systems, to tie in new works, electrical shop checking and testing of all electrical motors and other equipment prior to and during the course of installation to ensure that new systems and connections are tested and tied-in/ energised as per established safety standards. Monitor work in progress for compliance to safety and good housekeeping standards
• Organise and participate in Construction Meetings, Section meetings, Project ‘kick-off and review meetings with all concerned parties to track projects execution as per Company requirements, planned schedule and cost. Prepare minutes-of-meeting, manpower reports for manpower projections and other project communications including financial and contractual response on behalf of the Company, project updates including and not limited to project plans with planned/ actual S Curves, projected/ actual expenditure, man-power/ resources loading in Primavera/ MS Projects software etc. Arrange inspections/acceptance of work by the Owner Dept. Health, Safety & Environment Dept. Reliability Engineering Dept, Plant Maintenance Department, Maintenance Services Department and other Departments concerned to clear complaints and moan items to ensure the customer is satisfied.
• Advise on the preparation of ‘as built drawings’ on completion of the project to ensure ‘as built’ information is available to the Project Engineers and arrange disposal of surplus materials in consultation with the Project Engineers to ascertain that surplus and waste materials are correctly disposed as per company procedures. Evaluate monthly/ final valuation claims submitted by Contractors and forward for review and approval as per schedule of authority. Maintain site records and files to ensure that all site files are maintained, stored and available for future reference.
• Carry out trade tests for contractor personnel to ensure that only qualified personnel are allowed to work in Company Operating Areas. When requested by Superintendent/ Senior Field Engineer carry out prequalification audit visits to new and existing contractors to qualify them for specified work in the Company’s operating areas.

REQUIREMENTS

Knowledge Skills And Experience

• Minimum Bachelor’s degree in Electrical Engineering or equivalent.
• Minimum 7 years’ experience in an Oil Refinery or Petro-Chemical Plant for construction work with responsibility for field engineering, contracts, project planning and supervision.
• Comprehensive knowledge of contract administration and project management and
• Understanding of Labour Ordinances and its application to contract work and site management practices.
• Must be fully conversant with electrical installations in classified areas such as National Electric Code (NEC), 2) American Petroleum Institute (API) 3) International Electro-technical Commission (IEC) 4) IEEE Codes 5) Hazardous Area classification Sound. Working knowledge of the National Electric Code (NEC).

• All type of circuit installations using cable, MICC And conduits
