JOB DESCRIPTION / ROLE

Employment: Full Time

This is a dual role with the post holder responsible for assisting in the development and implementation of training programs, as well as ensuring that the airport’s operational procedures meet required standards. The incumbent will deputize for the Training Manager in supporting the ongoing training (with primary focus on the Ground Security element), and in ensuring standards are fully maintained across the operational activities. The training role includes Range Conducting Officer duties managing the mandated 6 monthly weapons shoots for the armed element of the Ground Security operation. In synergy with the Training Manager, ensuring that all Departmental security staff are fully trained, certified and compliant with international security standards – specifically the Regulatory requirements of ICAO Document 8973 Aviation Security and the ICAA National Civil Aviation Security Training Program (NCASTP). This includes analysing and assessing training needs, creating the airport security training manual, associated training programs, tailored training plans, and implementing various training methods and best practice to develop and enhance staff skills and performance.

Job specification:

Key Areas of Responsibility:
- Regulatory requirements: Demonstrate excellent knowledge of all pertinent security regulations and standard operating procedures, the training requirements of the ICAO Document 8973 Security Manual , ICAA National Civil Aviation Security Training Program (NCASTP) and MOI Rules of Engagement.
- Develop Training Manual/Programs: Assist in the development, production, co-ordination and periodic review of the security training manual and the training delivery programs that produce the operational capability for the security teams across the airport. Ensure that these cover all aspects of aviation & ground security including emergency response, surveillance & access control, and are fully compliant with ICAO Doc 8973 and the ICAA NCASTP.
- Certification & Licensing: In conjunction with the Training Manager liaise closely with the ICAA Training & Licensing Department to ensure that the training team and training programs are annually certified and licenced.
- Lesson Plans & Courses: Assist in the development of comprehensive lesson plans for all identified training courses – specifically the core security courses of Airport Security Officer (ASO), Screening Security Officer (SSO), Ground Security Officer (GSO), Ramp Security Officer (RSO), Weapon Handling, Supervisor, Manager, and for all airport staff General Security Awareness Training (GSAT). Additionally, Emergency First Responder, Customer Service, Basic First Aid & Quick Reaction Force.
- Range Conducting Officer Duties: Arranging & Conducting 6 monthly Range Shoots for all Ground Security staff.
- Assessing Training Needs: Identifying gaps in the security team’s knowledge and skills, and tailoring training sessions to address these needs.
- Delivering Training Sessions: Conduct engaging and interactive training sessions, workshops, and online modules to enhance security awareness and knowledge.
- Developing & Maintaining Standards: Use assessments and feedback to evaluate the effectiveness of training programs and ensure that they meet established standards. Make necessary adjustments to continuously improve these standards to align with best practices.
- Providing Guidance: Offering support and guidance to security personnel wrt training requirements and certifications.
- Incident Response: Acting as a subject matter expert on security-related topics and participating in incident response activities as needed.
- Fit for Purpose: Ensure all training processes are ‘Fit for Purpose’ and allow for effective operational delivery.
- On-Boarding: Conduct effective ‘On-Boarding’ induction and orientation sessions for all new security hires.
- Course Design, Development & Delivery: Ensure that all courses are written to international standards, quality checked against stated learning objectives, then developed and delivered by the training team in the national language of Iraq or, when in English, with an Iraqi instructor present as translator. (Ensure all courses, lesson plans, examinations are written in Arabic and English).
- Examinations: Ensure that all courses & examinations are delivered to the standard, content and required level of knowledge; that examination results are properly evaluated & appropriate remedial action initiated where necessary.
- Course Certification: Issue course certificates to successful candidates after course completion.
- Maintaining Records: Maintain detailed records of all training activities, certifications, and employee progress ensuring compliance with internal policies and external regulatory standards.
- Recurrent/Refresher Training: Ensure staff development and Annual Recurrent/refresher training is undertaken and fully recorded as required by ICAO Doc 8973, ICAA NCASTP and Training Manual procedures.
- Methods: Deploy a wide variety of interactive and hands-on training methods, such as simulations and role playing, using visual exercises, varying incident scenarios, and table top exercises, to make learning more engaging & practical.
- Currency: Keep current with the latest security threats & developments, industry best practices in airport operations, security regulations, and training methodologies to ensure that the training content is current and relevant.
- Reviews: Assist in the review of security training and provide guidance and assistance to Training Instructors.

Requirements:
- National Security Trainer or equivalent (essential)
- Train the Trainer (essential)
- Range Conducting Officer (SAB90) or equivalent (essential)
- Managing Safely (IOSH) or equivalent (essential)
- Foundation Degree or Diploma or equivalent (desirable)
- Applicant should preferably have a military background.
- Minimum of 7 years in a senior training management role with domestic and international experience.
- Experience of operating in post conflict & low infrastructure multicultural environments.
- Minimum of 3 years working within an airport and/or other physical security-based establishment.
- Computer skills - Microsoft Office - specifically Excel, Word, PowerPoint
- Language skills - English (essential), Arabic (Desirable).

Salary:
USD 4,000 to 5,500 per month inclusive of fixed allowances.
