As the portfolio of infrastructure projects in Qatar continues to expand in line with FIFA 2022 demands and the country’s national master plan, our client who is the government public works authority, is looking to appoint an Infrastructure Advisor to their executive team to support the growth and development of the business. This role is responsible for the management and leadership experience in the successful delivery of major capital investment programmes including roads and drainage activities.

Reporting to Director of Infrastructure Affairs (Qatari National), your responsibilities in this role are to lead roads and drainage infrastructure activities including to:
• Support executive management in the delivery of corporate strategy and objectives.
• Provide strategic and technical expertise in supporting the successful delivery of the firm’s roads and drainage investment programme within budget and in accordance with schedule and quality objectives.
• Represent the firm in fulfilling its mandate as executing agency for infrastructure development in Qatar.
• Ensure the application of the necessary levels of governance in managing the activities of the infrastructure Affairs Department as well as outsourced consultants, contractors and service providers.
• Development and implementation of the appropriate organisation structure and personnel management procedures.
• Management of risk to ensure successful delivery of the infrastructure capital programme.
• Coordination at executive level with internal and external stakeholders to ensure appropriate levels of liaison in support of programme delivery.
• Ensure the implementation of project gateway approval processes.
• Support the functional management of the human and physical resources of the department to ensure that the organisation is positioned to discharge its objectives.
• Work in close cooperation with other divisions to manage the process of handover of completed infrastructure assets for asset management purposes.

REQUIREMENTS

• Bachelor Degree in Engineering, Construction, or comparable is required with a Masters being highly desirable. Chartered status is highly regarded.
• 20 years post qualification experience successfully delivering roads and drainage services to large complex networks with experience managing multidisciplinary teams.
• Technical team leadership skills and ability to inspire excellence.
• Commercially astute with a good knowledge of contracts.
• Bilingual language skills in English and Arabic are essential.
• Technical Knowledge with a very high level of knowledge and experience in roads and drainage projects.
• Computer literate and thoroughly conversant with MS Office suite and planning software packages such as Primavera.
