JOB DESCRIPTION / ROLE

Employment: Full Time

To manage a secure, highly available, efficient and cost-effective IT environment in order to build a best-fit IT architecture while effectively supporting as per the defined service level agreements and quality standards.

The IT Manager will have oversight and responsibility for the following:

Strategy
• Develops IT department strategy and operating plan by translating strategy and aspirations into a plan and cascading it across different streams and operational roles, while ensuring it is in line with other departments and entities.

Budget
• Develops the IT department’s budget in alignment to the annual business plan.
• Manages the financial performance of the department against budgets so that areas of unsatisfactory results are identified and rectified promptly, and potential results improvement opportunities are capitalised upon.

Information Technology Operations
• Leads the effective analysis of user requirements, development/enhancement of IT systems in order to ensure effective IT services management are in line with the business requirements.
• Leads the communication / collaboration with all departments so as to identify their current and future needs and guide the development of infrastructure and applications in an aligned and effective manner.
• Leads the development of relevant policies, processes and procedures to ensure proper governance is in place and that operations within the IT team are compliant to the industry’s best practices in IT.
• Supervises the day-to-day operations of the IT section to ensure that work processes are implemented as designed and comply with established policies, processes and procedures.
• Ensures a secure database and business applications environment where all data are backed up, archived and well protected through the planning and execution of disaster recovery and contingency plans.
• Oversees IT support in delivering both basic services (e.g. printing, video conference, password management, updates) and non-basic services (process automation, system configurations, etc.)
• Plans and oversees the execution of routine and preventive maintenance jobs on infrastructure equipment and application systems.
• Ensures the effective development and implementation of quality assurance and control processes and Service Level Agreements (SLAs) departments and entities to facilitate provision of high quality IT services.
• Proposes infrastructure related upgrades both from system and network perspectives to meet current and future business expectations.
• Initiates new ideas for IT projects and initiatives and ensures the projects are successfully completed on time, as per schedule and within budget.

Vendor Management
• Develops and manages IT services sourcing strategy, vendor management policies and guidelines in order to identify what level and kind of support is needed from 3rd parties.
• Manages and builds strategic partnerships with product, services, and infrastructure providers and selects appropriate technologies, providers, and sourcing options to ensure secures highly qualified expertise to support its IT strategy and operations agenda.
• Identifies, assesses and evaluates the capability, resources and strengths of contractors and vendors, in the evaluation of technical bids.

Policies, Processes & Procedures
• Recommends improvements to policies and directs the implementation of procedures and controls covering all areas of so that all relevant procedural/legislative requirements are fulfilled while delivering a quality, cost-effective output.

People Management
• Builds and leads a motivated, engaged and competent workforce throughout the Information Technology department, by setting priorities and objectives, managing performance, and providing ongoing feedback.

Continuous Improvement
• Contributes to the identification of opportunities for continuous improvement of systems, processes and practices considering ‘international best practice’, improvement of business processes, cost reduction and productivity improvement.
• Analyses the organisation-wide IT training needs and liaise with the HR department to provide appropriate training provision so that all employees have the required IT user capability to enable delivery of business objectives.
• Ensures continuous improvement of IT architecture, systems and processes in order to be aligned with latest technologies and IT standards.

Reporting
• Prepares timely and accurate IT reports to meet organizational and departmental requirements, policies and standards.

Related Assignments
• Performs other related duties or assignments as directed.

Salary:
SAR 30,000 to 35,000 per month inclusive of fixed allowances.

REQUIREMENTS

• Bachelor’s degree in Information Technology, Computer Engineering or any related field.
• Master’s degree or equivalent post-graduate qualification from a recognized university.
• 7 years Experience including at least 5 years in positions of progressively increasing managerial responsibilities in the IT sector.
