Accounts & Procurement Specialist - Success Profile

Reporting to: Finance and Procurement Manager

Division / Function: IFS/CCAD

Base location: Abu Dhabi

Key purpose

- This position is responsible for providing accounting and procurement support to Finance & Procurement Department in CCAD Contract. The incumbent should have professional accounting qualification and commercial acumen along with minimum 5 years' experience to deliver job responsibilities successfully.

Structure and reporting relationship

- Reporting to Finance & Procurement Manager within the CCAD Contract.
- Working closely with Finance and Procurement team across Serco Middle East.

Based on the specific requirement of the role

Key accountabilities

- Lead accounts payable and accounts payable functions
- Assist in Month-End Closing
- Financial analysis and Balance Sheet Reconciliations
- Manage Reimbursements to employees
- Manage Petty Cash Float at site
- Assist Auditors
- Liaise with Central Finance and SSC for day-to-day functions
- Assist in the preparation of tender scopes and commercial requirements for various services lines including but not limited toBMS, BIS, Fire Detection, Fire Fighting, Tank Cleaning, Water Sampling, other specialist systems etc
- Assist in the preparation for procurement of Parts, Materials and Consumables ensuring that the governance and documentation requirements to meet the needs of Serco and Contract are met
- Manages the development, monitoring and continuous improvement of statistical reports on procurement.
- Drives best practices in strategic procurement, including category strategies based on internal and external benchmarking.
- Negotiates and communicates supply plan timelines to internal and external customers and partners
- Implementation of cost effective and efficient buying procedures.
- Implementation and management of appropriate ordering techniques.
- Compliance with COSHH Regulations in all work activities.
- Manage apportioned budget as appropriate.
- Ensures that supply orders are placed and received.
- Conduct inventory audits.

- Ensure compliance with the Serco Management System and all relevant business processes, procedures and work instructions to deliver all work with appropriate quality and governance standards
- Ensure security and integrity of all data provided including reporting performance, finance and customer information; reference Serco non-disclosure policy
- Ensure compliance with all training requirements of Serco and ?ensure adherence to these requirements at all times whilst in employment
- Awareness of the Integrated Management System (IMS) and the content of the Environment, Quality, Health & Safety and Information Security Policy Statements.
- Understanding of personal responsibilities and contribution to achieving compliance with the IMS requirements, (including but not limited to competence to perform safety critical roles, legal requirements, control measures arisen from environmental impacts and aspects, job safety analysis and information security risk assessment) and the potential consequences of departure from the arrangements in place to deliver the commitments stated in the policies statements above.
- Use safety systems of work, safety equipment (including PPE) as required and intended and observe that this is also enforced among subcontractors and third parties working for Serco have controlled premises/systems.
- Lead by example and look at ways to conserve energy, water and resources and minimize the generation of waste through personal performance and raise recommendations on how to improve existing processes on this regard within/outside their departments through their Line Manager, Departmental Safety Meetings and any other appropriate available channels.
- Protect information assets and data including both electronic and paper based from all threats whether internal, external, deliberate or accidental.
- Promote a good HSQE and Information Security culture among their peers, subcontractors and third parties.

REQUIREMENTS

Essential technical and professional skills, knowledge and qualifications

Technical and Profession Skills

- Accounting Certification ie., ACCA or CPA
- 5 minimum years' experience Accounting and supply chain management, logistics or purchasing is required.
- Experience in facilities management is strongly preferred.
- ERP system experience/knowledge is required with emphasis on Financials, Procurement, Sourcing and Supply Chain modules, and functions.
- Must be a skilled specialist in communicating and managing client expectations and requirements.
- Must be political incisive in communicating effectively with the client personnel
- Must have an understanding in commercial and financial techniques and be abreast of environmental issues/impact.

Knowledge

- Strong communication skills and there will be a high level of accountability to manage, report and escalate issue or event that may have an impact on services.
- A high competency in English language skills, excellent oral, written and interpersonal communication skills
- Able to foster good relations with colleagues and other departments and be a good team player
- Flexibility, excellent attention to detail and ability to identify key issues
- Able to work under stringent deadlines and a high pressure environment
- Highly motivated and flexible to work in a time-sensitive environment to respond quickly and effectively to unanticipated high workloads, events and emergencies
- Ability to think laterally and analyse and assess a range of information
- Proficient in Microsoft packages including word, excel and PowerPoint. Adaptable to use company systems as required to the operations.
- Excellent problem solving and analytical skills
- Ability to maintain employee, contractor and customer confidentiality
- Ability to effectively present information and respond to questions from groups of managers, clients and customers
- Quick on action and response times, ability to be flexible and manage priorities
- Preferably with valid UAE driving license but not mandatory.

Qualifications

- Bachelor's degree in Commerce (BCOM), Accounting Certification (ACCA or CPA) and practical knowledge of Supply Chain Management.
