JOB DESCRIPTION / ROLE

Employment: Full Time

Key Accountabilities:

• Develop and maintain an effective partnership, as well as communication with all staff
• Engage in the professional development of faculty and high quality training of the facilities team
• Provide leadership for the tradesmen, drivers, cleaners and security team
• Adhere to the school’s policies and procedures whilst maintaining a creative and inspiring approach to the development of the facilities team
• Support a positive school culture
• Contribute to effective school health and safety, security and improvement planning
• Ensure that the school campus is kept to the standard that is required by local and international school inspection boards at all times
• Comply with all requirements of the Ministry of Health and Safety Regulations, Municipality, Civil Defense and other Governmental bodies. To take reasonable care of the health and safety for all employees, and to co-operate with the employer in ensuring that health and safety responsibilities are carried out
• Conduct monthly operational checks of school alarm systems and fire appliances, any problems to be reported to Bursar
• Assist in the operation of the fire alarm system to ensure timely fire drills. Confirm all fire escapes are kept free from obstructions to maintain a safe exit from the buildings and should be fully aware of each school’s fire drill policy and are very familiar with all fire exits
• Monitor all lettings; advise the Bursar of any issues and to link with groups using the building
• Report and advice on matters relating to energy use (such as cooling/heating levels throughout the buildings; pool; gymnasium etc.) to the Bursars and Head Office. They must ensure all departments within the school are aware of energy conservation of both energy and water (e.g. switching off lights, controlling water usage in toilet areas etc...)
• Organize the set up and take down of equipment required by the school during school or after school activities
• Oversee all facility related issues and services. This includes keeping a record and copies of all facilities maintenance contracts and able to show them to authorities as and when required
• Conduct daily inspection rounds of all school equipment/machinery and to report any abnormalities to head office for corrective action should the nature of the problem be beyond the FM’s capability
• Daily monitoring of the security personal at the school ensuring all procedures are adhered to and time-keeping of their schedules
• Ensure security personal have the correct concerned ministry documentation in place
• Regular bus inspections, bus records and reporting any abnormalities
• Oversee drop off and collection of students alongside the school security teams
• Report to the Taaleem school transport manager who has overall responsibility for the transport division on all transport issues
• Conduct regular checks on the condition of the building and report to the Bursar or CO the nature and extent of repair work required
• Supervise certain minor repairs when necessary; e.g. replacing tap washers, minor carpentry repairs, etc.
• Contact approved contractors for emergency repair work, following guidelines as specified by Taaleem and issue orders as required
• Take responsibility, within the limitations of the school budgets, for all school furniture, fixtures and fittings; report back regularly to the Bursar or delegated person over issues concerning furniture on a regular basis. To ensure an equal distribution of classroom furniture
• Ensure that all grassed, paved, artificial surfaces and tarmacked areas of the school are kept tidy and clean by the school staff, particularly after sand storms etc...
• Monitor the work of contractors; liaising and reporting on progress to the Bursar or delegated person; informing them when jobs have been satisfactorily completed and invoices can be passed for payment
• Work in conjunction with the Bursar or delegated person and head office regarding short term and long-term maintenance requirements. This includes creating a rolling programme of maintenance comprising of decoration, renovation and repairs. In addition, judicious use of the schools maintenance budget for minor repairs as well as regular improvements will mean calling upon the head office and the Bursar’s views and vision
• Produce a provisional summer works programme, which will be approved and finalized by the head office, this is to be submitted 3 months prior to end of term
• Monitor the quality of cleaning undertaken by contractors or others and reporting to the Bursar and head office on a regular basis. To be present at meetings between representatives of private contractors, the Bursar and head office to discuss cleaning standards
• Ensure all cleaning staff carry the correct ministry documentation, i.e. occupational health cards
• Ensure someone is available in all schools to undertake ‘emergency cleaning duties’ which may occur during the school day: e.g. clearing up ‘hazardous substances’ such as split chemicals, broken glass, vomit, blood, etc.
• Ensure the cleaners regularly disinfect ‘hazardous areas’ to protect children
• Ensure the pools are kept clean and safe for the use of students
• All chemical levels Y temperature must be checked twice daily and reported on the Dubai Municipality Log
• Ensure all pool areas are secured when a guard or teaching staff is not present
• Liaise with the housing department and Bursar regarding maintenance of school accommodation
• Assist with preparing accommodation for staff prior to their arrival
• Assist with final settlements/DEWA accounts/Etisalat etc
• Liaise with cleaning staff at the beginning and end of tenancies
• Liaise with facilities for major repairs to staff accommodation
• In collaboration with the school, SLT and staff attend to purchase orders and procurement of supplies to the school
• Take care of deliveries of stock at the beginning and during the school year
• Detailed report of goods received must be provided within one week of supply
• In collaboration with staff, assist in the purchase of local supplies and adding PO’s
• Provide head office with approval documents to facilitate the payment of the provider’s monthly invoices.
• Checking TPA at the end of contract
• Ordering and receiving deliveries
• Emergency response

REQUIREMENTS

Person Specification:
• Education: High School graduate and recognized industry regulated qualifications
• Experience: A minimum of two years’ experience in a similar role (e.g. Facilities, Projects, Contracts Management). Minimum of two years’ experience managing teams in a complex organization

Competencies:
• A strong knowledge base of Health and Safety in Schools coupled with Knowledge of (and corresponding qualifications wherever appropriate) electro mechanical systems (such as AHU’s / water pumps) and the ability to carry out minor maintenance works in conjunction with the school’s handyman
• Working knowledge of maintenance skills e.g. Electrics Plumbing Carpentry
• The ability to explain issues and requirements to SLT
• Well organized and good at making decisions so that work plans and schedules reflect the needs of the school
• Ability to manage and distribute resources in the most cost efficient ways
• A knowledge of Security and Cleaning with effective management of contractors
• Excellent communication skills and command of the English language, in written and oral form
• Proficient in Microsoft packages such as Word, Outlook and Excel
