JOB DESCRIPTION / ROLE

Employment: Full Time

Our client, a government entity is looking for a Finance Manager to be based in Abu Dhabi.

Job Objective:

To manage and oversee the operations of the Projects Finance & Treasury Section and to provide expert advice on financial engineering and relevant Investment-related projects in order to ensure maximum return on investments and effective cash management. Also, to manage and oversee the operations of the Budgeting & Reporting Section and ensure the requisite Budgeting & Reporting policies, procedures, and standards are communicated and implemented ensuring timeliness and accuracy. To manage and oversee the preparation and analysis of the MIS reports in a timely manner. To provide an independent assessment of the financial models and valuation of projects.

Key Responsibilities / Duties:

• Manage and coordinate the Finance function and resources and ensure that the below functions are executed efficiently, accurately and in a timely manner.
• Delegate and monitor the Finance function, goals, objectives, and programs.
• Prepare reports on the overall performance of the Projects Finance function for the senior management.
• Review and evaluate the work of staff and outsourced services under his / her supervision and ensure that programs are of appropriate quality and that resources are used effectively and that it complies with the Departmental policies and procedures.
• Manage and coordinate the Budgeting & Reporting and ensure that the activity is executed efficiently, accurately and in a timely manner.
• Delegate and monitor the Budgeting & Reporting function, goals, objectives, and programs.
• Prepare reports on the overall performance of the Budgeting & Reporting function for the GM.
• Advise the GM on the progress of all work under his / her control.
• Conduct economic and financial evaluation of projects to aid decision-making.
• Support the establishment of new companies (as requested by Management) and implement the strategy for obtaining finance for these companies in conjunction with the project team.
• Assist the GM in structuring the financial engineering and projects acquisition finance which will contribute towards enhancing the returns to the organization.
• Ensure that the subsidiaries and the organization’s required hedging activities are tailored properly with minimum risks.
• Define, develop, and implement risk management policies and procedures for the effective management of the organization's financial risk.
• Prepare and present financial and treasury reports, analyses and data for top management for decision support.
• Manage the day-to-day Budgeting & Reporting activities of the Section and ensure that relevant Budgeting & Reporting policies, procedures, and standards are understood and implemented by staff.
• Manage the process of budget data consolidation and budget finalization to ensure all required information and data is attained from the Divisions on a timely basis to obtained endorsement from the GM, and Board of Directors.
• Supervise and review the preparation of budget-related reports for analysis, forecasting, trending, and result analysis to ensure accuracy and compliance.
• Monitor and review the actual expenditure of the organization versus budget and the analysis of variances; and investigate the same for reporting to the GM.
• Provide recommendations to the GM on ways to improve accountability in relation to all financial-related expenditure (capital and operating).
• Provide recommendations to the GM on improvements to internal controls and performance in operations and financial management to ensure compliance.
• Work proactively towards maintaining and improving the reporting framework of the organization and subsidiaries.
• Ensure that analysis of the financial statements is conducted to determine potential risks and mitigation measures.
• Support Divisions, and subsidiaries, with any ad hoc modeling, analysis and reporting such as, but not limited to, annual budgeting, forecasting, etc. during the year.
• Provide support to the GM in conducting an independent evaluation & due diligence for new acquisitions or new projects
• Provide reports on the performance of the investments to the GM.
• Play an integral role along with the Asset Management team in managing the subsidiaries.
• Provide support to the GM in structuring deals.
• Manage and coordinate the preparation of the MIS reports of the organization.
• Perform any other relevant tasks as directed by the GM.

REQUIREMENTS

Qualifications:

• Bachelor degree in Business Administration / Finance or equivalent
• Preferably Master’s Degree in Business Administration / Finance or equivalent
• Relevant industry certifications (e.g. ACA, CMA, CFA, CPA, etc.)
• 10 – 12 Years of relevant experience; at least 4 years of which in a managerial role.
• Candidate must be able to travel
• Must have strong experience in Investment Accounting, Cost Accounting, Corporate Finance Valuation, Financial Engineering, Feasibility Studies and Modeling, Budgeting and Reporting, Treasury, Deal Structuring and the relevant agreements, Business process engineering and ERP implementation, Finance Policies and Standards
