JOB DESCRIPTION / ROLE

Employment: Full Time

The station is a combination of 8XST+ 2XGT in power station and 11 desalination plant in water station. This station had been commissioned on phases starting from 1980’s and nearing its end of life. Instrument lead engineer will be responsible to lead instrument maintenance and engineering team in order to maintain equipment in the station. He will be supervising a group of experienced engineers/ technicians to perform day to day activities, PM activities, and annual outage activities as well.

Area of responsibility:

The Instrument Lead Engineer is responsible for:
- Maintaining the station's power and water plant and auxiliaries in terms of short and long time scheduling.
- Maintaining / Developing PM/ PDM schedule.
- Continuously developing himself and his subordinates through training/ e-learning and educate supporting technicians to improve overall work quality.
- Maintaining technical/ HSE international standards in performing the tasks at workplace.
- Updating inventory level by timely ordering the items, preparing reports for major maintenance activities, coordinating with sections, preparing and participating on tendering and service contracts.
- Attending yearly budget preparation and controlling the expenses.

Principal functions:
- The Instrument maintenance engineer will have following major activities.
- Trouble shooting, maintenance of Boiler Babcock (Siemens/BBC) Control System and SKODA Turbine Control System.
- Babcock Aux. Boiler BBC/H&B Control System.
- BBC GT DCS/P14 Control System.
- Understanding plant units wiring diagrams, field equipment, relay rooms, Interlock signals and conducting the required protection tests.
- Identify the required Modification in the plant (For Instrument and control system) and prepare the necessary proposals documentation and order the material needed,
- Ordering of spares in time to maintain minimum stock level.
- Follow up procurement process from purchase request to material receipt and inspection.
- Routine maintenance of gas turbines, Steam turbine, Boilers, distillers and related common systems.
- Prepare and maintain records / history of maintenance activities.
- Coordinate with the Maintenance Manager, Training Manager to review and re-evaluate the staff qualification (PQR) system of the Instrument maintenance section.
- Review the technical requirements and procedures of Instrument functions and develop On the Job Training (OJT) programs to ensure effective skill development of UAE national trainees.
- Setting standards for plant maintenance, utilizing technical advice available both internally and externally and ensuring that standards are effectively communicated;
- Leading and motivating Engineers in the team to develop commercially driven teams setting appropriate people and plant related performance measures.
- Assisting in the preparation of a budget and providing regular reports of expenditure, explaining variances, identifying potential risks and/or problems and recommending solutions;
- Ensuring all procedures, documentation, drawings and manuals are kept up to date and any additional training is completed in a timely manner;
- Delivering high levels of commercial availability, safely and efficiently within environment limits whilst maintaining high standards of management and leadership;
- Delivering outcomes in all areas of work that are consistent with the Quality, Health, Safety and Environmental policies;
- Delivering planned generation and availability targets within budget by ensuring highly effective maintenance regimes.
- Involves working with other departments within an organization such as purchasing, sales, marketing and manufacturing to ensure the Instrument product or equipment is completed in accordance to the organization's quality standards in a timely and cost-effective manner.

REQUIREMENTS

Experience:
- 10 years’ experience in maintenance of Instrument plants and equipment with at least 4 years in senior engineer position.
- Hands-on experience on Boiler and Steam Turbine Control systems, Field Equipment, wiring diagrams, troubleshooting and protection test.
- Experience on Steam Turbine Hydraulic and Turbovisory System.
- Experience on Gas Turbine Control system DCS/P14 and related common system.
- Working Experience on Boilers, Auxiliary Boilers/EHRs Control system and related common systems.
- Working experience on Plant units wiring diagrams.
- Knowledge of all interlocks scheme (alarms and tripping).
- Experience on Gas Turbine, Steam Turbine, Boilers Annual outage and protection tests.
- ST and GT main and auxiliary’s maintenance.
- Trouble shooting, maintenance, OH of all rotating machines including motorized valve.
- Work on CMMS, experience on Middle East is a plus.

Qualifications:

Education:
- Bachelor in Electronic/ Instrument and control Engineering

Competencies:
- Sound technical knowledge of the maintenance of Instrument equipment and systems of steam turbine/ open cycle power plants, which allow him to rapidly identify potential technical issues on site during the execution, to investigate and discuss those issues with his team.
- Excellent inter-personal, communication and report writing skill.
- Must be able to work independently and to bridge cultural differences.
- Ability to coordinate and direct and influence others. He should show capability of leadership.

Physical Effort:
- 40% while supervising important work, risk work, modification work etc.

Work Environment:
- 60% in A/C office work.
- 40% working in field.
- Regularly called out after working hours.

Languages:
- Good knowledge of written and spoken English.

- Able to work in an IT environment.

- Ability to work efficiently in a broad cultural spectrum.
